Selection Process
The acquisition will be conducted on an unrestricted basis using the Two-Phase Design-Build procedures authorized by FAR Subpart 36.3. In Phase One, Offerors will submit qualification proposals for evaluation. The overall evaluation will use a Tradeoff approach in accordance with FAR 15.103-1.
Submission Requirements
Proposals, once the solicitation is released, must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Offerors must have an active System for Award Management (SAM) registration and an active Proposal Manager role in PIEE. Joint Ventures must also have valid SAM registration.
