Scope of Work
This requirement is for an open house promoter to provide aircraft display and/or demonstrations. Contractors must provide two (2) T-28 Trojan aircraft for display/flying performance. Performers are responsible for all personnel, equipment, tools, materials, and services. Key requirements include:
- Meeting FAA guidelines and certification for aircrew and aircraft.
- Aircraft paint schemes complying with Approved Warbird guidance.
- Adhering to Federal Aviation Regulations (FARs) and applicable waivers.
- Providing a digital press/media kit (CD-ROM) with high-resolution images and descriptions, and an HD video (DVD or Beta).
- Being available for media interviews before and during the show.
- Coordinating all media forms (social media, websites, news posts) through Offutt Public Affairs.
- Providing Civil Aircraft Certificate of Insurance (DD Form 2400), Civil Aircraft Landing Permit (DD Form 2401), and a Civil Aircraft Hold Harmless Agreement (DD Form 2402) before landing.
Performance Standards
Performers shall fly a minimum of one 10-15 minute performance per day on August 8-9, 2026, including one or two performances on August 7, 2026. If the contractor is on site and ready to perform, they are due 100% of the performance fee, regardless of whether any portion of the airshow is flown (unless physically unable to perform). The contractor determines if weather conditions allow flight.
Period & Place of Performance
- Period: Friday afternoon, August 7, 2026, through Sunday afternoon, August 9, 2026.
- Arrival: No later than rehearsal start time at 12:00 PM CST on August 7, 2026.
- Departure: No later than 12:00 PM CST on August 10, 2026.
- Location: Offutt Air Force Base, St Columbans, NE.
Government Support
The Government will provide:
- Aviation fuel (100LL) not to exceed 600 gallons.
- Up to 60 gallons of Smoke Oil and 6 gallons of 120W-60SA engine oil.
- Limited hangar space on a non-interference basis for adverse weather.
- Aircraft security on the parking ramp throughout the event.
- Up to four (4) non-smoking hotel rooms for performers.
- Two (2) automobiles for ground transportation.
- One (1) meal per performer on August 8-9, 2026.
