Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the responsibilities and major actions for an open house promoter to provide aircraft display and/or demonstrations at the Offutt Air Force Base “Defenders of Freedom” Air and Space Show.

• The agreement covers general support for demonstrations at the airshow.

• Performers must meet all FAA guidelines and certification requirements for airshow aircraft and aircrew.

• Aircraft paint schemes must comply with Approved Warbird guidance (AFI 10-1004).

• One (1) aircraft for static display is required: A-37B Dragonfly.

• Period of Performance: Friday afternoon, August 7, 2026, through Sunday afternoon, August 9, 2026.

• Arrival: No later than 12:00 PM CST on August 7, 2026, for check-in and set-up.

• Departure: No later than 12:00 PM CST on August 10, 2026.

• Provide all personnel, equipment, tools, materials, and services for display/demonstration.

• Perform within limitations prescribed by Federal Aviation Regulations (FARs) and any waivers.

• If on site and ready to perform, performers are due 100% of the performance fee, regardless of whether the airshow flies.

• Provide a digital press/media kit (CD-ROM) with high-resolution images and text descriptions.

• Provide a video in HD (DVD or Beta) for local TV stations.

• Be available for media interviews via phone before the show and in person during the show.

• Arrive at least one day in advance (August 7, 2026) for local promotions and media support.

• Provide Civil Aircraft Certificate of Insurance (DD Form 2400).

• Provide Civil Aircraft Landing Permit (DD Form 2401) and Civil Aircraft Hold Harmless Agreement (DD Form 2402) before landing.

• All media forms (social media, websites, news posts) must be coordinated through Offutt Public Affairs.

• Provide aviation fuel (JetA), not to exceed 400 gallons, for performance, rehearsal, and final top-off.

• Provide 4 quarts of 120W aviation oil.

• Provide hangar space at Offutt AFB (extremely limited; efforts will be made to shelter aircraft in adverse weather, but space is not guaranteed).

• Provide aircraft security on the parking ramp (day and night) and crowd control.

• Provide one (1) automobile with a full tank of gas for transportation.

• Provide one (1) meal per performer on the actual days of the event (August 8-9, 2026).

• Performers are responsible for their own fees for fuel.

• The Organizer and/or Government are not responsible for damages caused by natural occurrences.

• Aircraft security is provided on the ramp.

• Ground transportation is provided.

This solicitation seeks proposals for the static display of an A-37 Dragonfly Aircraft at the 2026 Offutt AFB Air Show. The requirement is for the aircraft to be present for static display purposes.
