Statement of Work (SOW) / Performance Work Statement (PWS)

To provide continuous and reliable shuttle services for the 2026 Gunfighter Skies Open House at Mountain Home Air Force Base (MHAFB), ID.

• Provide 20 buses and/or shuttles, with at least 2 being ADA compliant. Each vehicle must accommodate 44-60 passengers. An option to increase to 25 buses/shuttles exists.

• Ensure adequate staffing to coordinate shuttle services, prioritizing passengers with disabilities.

• Transport an estimated 50,000 guests daily.

• Provide all necessary management, transportation, tools, supplies, equipment, and labor.

• Ensure vehicles are maintained, fueled, and repaired in accordance with federal and state laws.

• Respond to inoperable vehicles within two hours by dispatching a replacement or facilitating repairs.

• Drivers must be legally licensed, insured, and present a professional appearance.

• Vehicles must arrive no later than 0700 on Saturday, May 16, 2026.

• A technician must be available onsite from 7:00 am to 7:00 pm on Saturday, May 16, and Sunday, May 17, 2026, with a response time of no more than two hours.

• Safety inspection reports for all vehicles must be provided at least 2 weeks prior to the event.

• Driver's daily vehicle inspection reports must be provided upon request.

• Dates: Saturday, May 16, 2026, through Sunday, May 17, 2026.

• Location: Mountain Home Air Force Base (MHAFB), ID.

• The contractor shall not solicit donations or charge admission fees.

• All costs are included in the final payment, issued as a single lump sum within 30 days of invoice receipt.

• In case of postponement or cancellation due to circumstances beyond control, compensation will be commensurate with work performed.

• Contractor personnel must comply with all security requirements, including obtaining necessary clearances and identification.

• Hazardous materials must be managed according to specific procedures, and spills must be reported immediately.

• Waste disposal must adhere to federal, state, and local regulations.

• Contractor personnel must comply with traffic laws, and are prohibited from possessing weapons, firearms, or ammunition on base.

• Personnel involved with firearms or ammunition must complete DD Form 2760 annually and not have a domestic violence conviction.

• Contractor's Quality Control Plan (QCP): Due NLT 10 business days after contract award.

• Mission-Essential Contractor Services Plan (if applicable): Due NLT 10 business days after contract award.

• Current Employee Listing: Due NLT 10 business days after contract award and upon change.

• Shuttle Driver Information (license, insurance, training): Due NLT 30 calendar days prior to the event (April 15, 2026).

• Vehicle Inspection Report: Due NLT 10 business days prior to the event (May 8, 2026).

Amendment / Modification
