This notice is a market research tool to identify potential sources for Air Traffic Control (ATC) services at Fort Bliss, Texas. The Mission and Installation Contracting Command – Fort Bliss is seeking information to determine if the requirement will be a small business set-aside or full and open competition. Responses will not be considered offers, and no feedback will be provided.

The U.S. Army requires ATC services to support aircraft at Biggs Army Airfield, the Airspace Information Center (AIC) for flight following, and training/test areas within a 10-nautical mile radius. Operations will be conducted in an Army non-approach control tower and a Fixed Base (non-tactical) AIC.

Contractors must provide all project management, personnel, and equipment for ATC services, ensuring compliance with all applicable laws and regulations. Key tasks include ATC management functions, clear recording of control tower communications, ensuring sufficient personnel for operating hours (IAW TC 3-04.15 and AR 95-2), and associated ATC maintenance services.

Interested parties must submit a capabilities statement (max 10 pages, Times New Roman 10 pitch) by 2:00 PM MST on February 19, 2026. The statement should include:

• Organization name, address, contact information, size, and ownership type.

• Tailored capability statements with supporting documentation.

• Details on subcontracting/teaming arrangements if applicable.

• Past performance on similar requirements, management experience, and technical skills.

• Explanation of ability to perform at least 50% of the work if a small business set-aside is anticipated (FAR 52.219-14).

• Current small/large business status, company profile (employees, revenue, locations, DUNS).

• Indication of small business status (Small, Small Disadvantaged, Women-Owned, HUBZone, Service Disabled Veteran-Owned).

Eligibility & NAICS: The applicable NAICS code is 488111 ($40M size standard), and the Product Service Code is M1BA. Businesses of all sizes are encouraged to respond. The anticipated contract type is Firm-Fixed Price, potentially including labor categories subject to the Service Contract Act.
