(1) This document serves as presolicitation notice for the to award a single contract with for Air Traffic Control Markings within the Wheeler-Sack Army Airfield at Fort Drum. A Sources Sought for this action was posted under W911S225B8100. The contract type will be a Requirements Contract with Fixed Unit Prices (IAW FAR 16.503 Requirements Contracts). The Contractor shall provide all supervision, plant, labor, material and equipment necessary to perform all operations in connection with the painting, removal, and repainting of traffic control lines, aircraft control lines, warnings, and guides within Wheeler-Sack Army Airfield on Fort Drum, New York, in accordance with the Statement of Work, specifications and drawings, and subject to the terms and conditions of the Contract. The magnitude of this requirement is estimated to be between $10,000,000.00 and $25,000,000.00 in accordance with DFARS 236.204?Disclosure of the Magnitude of Construction. In accordance with FAR 36.211 Distribution of Advance Notices and Solicitations, contractors are required to submit requests for equitable adjustment as a result of change orders to the issuing Contracting Officer. Contractors are required to acknowledge the change order within 30 days and are to submit their request for adjustment which includes all supporting documents as soon as possible, but not later than the required completion date of the contract. In the table below is the agency?s past performance, for the period of three fiscal years, regarding the time required to definitize equitable adjustments for change orders under construction contracts. See attachment. (2) State the location of the work: The location of the proposed work will be performed in the Wheeler- Sack Army Airfield, at Fort Drum, New York. (3) Include tentative dates for issuing invitations, opening bids, and completing contract performance: The invitation for bid will be posted on sooner than 12 February 2025. Opening of bids will occur on approximately 14 March 2025. The estimated performance period for this contract is approximately 1 June 2025 through 31 May 2026 followed by four one-year option periods. (4) State where plans will be available for inspection without charge: Plans will be available at the task order level. (5) Specify a date by which requests for the invitation for bids should be submitted: Bidders shall submit their bids by the bid closing date (approximately 14 March 2025). (6) State whether award is restricted to small businesses: This procurement will be 100% set-aside for HUBZone small business concerns. (7) Specify any amount to be charged for solicitation documents: Not applicable. (8) Be publicized through the Governmentwide point of entry in accordance with 5.204: This presolicitation notice is posted to the Government Point of Entry (SAM.gov).
