Air University Student Management System

Request for Information (RFI)

This RFI is issued by the Department of the Air Force (DAF) for Air University to gather market research on commercial off-the-shelf (COTS) Student Management Systems (SMS). Air University requires a system to manage the complete student lifecycle, from applications to program completion, including transcript services, for undergraduate, graduate, and non-degree programs supporting Professional Military Education, Professional Continuing Education, and Professional Developmental Education.

• Admissions: Manage student interactions, support bulk imports, handle credit transfers, provide accurate student profiles, manage updates/verification, notify students of admission status, provide next-step instructions, and manage Air University Identification (AUID).
• Enrollment: Support rules-based course offering selection, bulk roster enrollment, automatic course assignment, waitlist management, automatic registration, class roster generation, student profile updates, and automated notifications.
• Graduation & Program Completion: Allow applications for graduation, manage program completion verification, and automatically perform academic evaluations.
• Transcript Management: Update transcripts from Learning Management Systems (LMS), allow registrar updates, certify transcripts, and provide unofficial transcripts.
• Program Advising: Facilitate automated advising requests, instructor referrals, automated notifications, advisor assignment, and documentation of outcomes.
• Academic Course Catalog: Manage course databases, curriculum changes, approval chains, and automated notifications.
• Academic Scheduling: Distribute student quotas, identify resource/facility needs, create course offerings, identify and de-conflict course conflicts, and integrate with LMS.
• Transfer & Test Credit Evaluation: Process external transcripts and test results, update student records, and notify students of evaluation outcomes.
• Student Bursar: Manage financial obligations, generate invoices, update student accounts, and notify of discrepancies.
• User Report Requirements: Support automated scheduled reports and custom report generation.
• User Logon Requirements: Support multi-factor authentication (including CAC) and single sign-on (SAML).
• Access Control: Support role-based access control with multiple roles per user.
• System Compliance: Comply with RMF or NIST accreditation for Information Level 4 (IL4) DoD Government Community Cloud.

This RFI does not constitute a Request for Proposal (RFP) and does not commit the DAF to a contract. It is for information and planning purposes only.

• The DAF will not pay for any information or administrative costs incurred in response to this RFI.
• Respondents are responsible for marking proprietary or competition-sensitive information.
• The current system is SAP SLCM hosted in C1 AWS, with integrations to LMS, DEERS, DMDC, ACQNOW, and MILPDS.
• The system will handle PII - CUI data.
• The RFI includes a Draft Performance Work Statement and Response Requirements, which details specific vendor capabilities needed for security, compliance, hosting, and student information system functionality.
