Scope of Work
This effort focuses on the sustainment and support of the ALMDS, a laser-based electro-optic system deployed on MH-60S helicopters for detecting and classifying Mine-Like Objects (MLOs). The requirement is for sustainment, not new system fabrication, and involves maintaining the established production baseline.
Key Capabilities Sought
Respondents should demonstrate capabilities in:
- Engineering Services (SOW 3.1.9): Providing engineering support via Technical Instructions.
- Depot Support (SOW 3.7): Receiving, diagnosing, repairing, and re-verifying ALMDS production assets and Peculiar Support Equipment (PSE), including maintenance and Failure Reporting, Analysis, and Corrective Action System (FRACAS).
- Integrated Logistics Support (SOW 3.8): Tracking preventive maintenance, managing hardware/software configurations, supporting ILS meetings, and updating Depot Spares Analysis.
- Software Support Activity (SOW 3.9): Maintaining APS Computer System Configuration Items (CSCIs), adding/removing functionality, regression testing, and utilizing the ALMDS Mission Simulation Suite (AMSS).
- Data Rights & Intellectual Property: Approach to managing data rights for the sustainment phase.
- Cost Drivers & Risks: Identification of major cost drivers, supply chain risks (DMSMS/obsolescence), and technical risks.
- Acquisition Strategy Feedback: Recommendations on appropriate contract types and structure.
Response Requirements
Interested firms with a SECRET facility and safeguarding clearance must submit a white paper (max 25 pages) in Microsoft Word format. The white paper should include:
