Performance Work Statement (PWS)

To provide support services for the Air Show portion of the 2027 Open House at Robins Air Force Base (RAFB), Georgia, including aerial and ground demonstrations and static displays.

• Provide an experienced Air Boss, Air Show Announcer, Ground Boss (Consultation and Support Services), and non-standard operations subject matter expert (SME).

• Deliver all necessary supervision, personnel, labor, tools, materials, and equipment, except as otherwise noted.

• Responsible for delivery, movement, and storage of materials.

• Ensure all equipment is in good operating condition.

• Prohibit the use of ozone-depleting or hazardous chemicals.

• Comply with FAA Air Show requirements, AFMAN 10-1004, USAF flight safety publications, and DAFI 11-209.

• Provide certificate of Air Show insurance, transportation, and lodging for support personnel.

• Air Boss: Execute day-of-event flying operations, prepare flight schedules for at least 20 aircraft, coordinate with various airfield authorities, prepare and conduct safety briefings, control flying and ground activities, provide consulting on non-standard operations, and ensure performer qualifications.

• Air Show Announcer: Integrate at least 50 aircraft into a narrative, coordinate with Air Boss for synchronization, assist with emergency actions, attend safety briefings, coordinate narrative with performers and sponsors, and incorporate discrete frequency communication.

• Ground Boss: Provide consultation for ground operations, support "hot-ramp" aircraft movement, coordinate antiterrorism measures, coordinate with Public Health and Civil Engineering, and execute applicable checklist items.

• Air Boss Services: No more than 2 customer complaints for the duration of the Air Show.

• Air Show Announcer Services: No more than 2 customer complaints for the duration of the Air Show.

• Ground Boss Services: No more than 2 customer complaints for the duration of the Air Show.

• Event Dates: April 17-18, 2027

• Pre-event Practice: April 16, 2027

• Contractor Availability: Minimum of 5 days prior to Air Show start (April 16, 2027), telephonically available 24/7 upon contract award.

• Place of Performance: Primarily Building 2336 and the RAFB Airfield.

• Experience: Minimum 20 years in the Air Show industry, with at least two Air Force Base performances in the last two years. Must submit a capabilities document.

• Insurance: Maintain personal liability insurance of $1,000,000.00.

• Security: Comply with government security regulations, including potential security clearances for personnel.

• Green Procurement: Comply with Green Procurement Program (GPP) requirements.

• Environmental Management: Contractor employees require EMS training.

• Safety: Familiarize with OSHA Voluntary Protection Program (VPP) requirements. Submit a Safety Plan within 10 days of award. Report all mishaps/incidents.
