Offerors must provide data showing results of quality, performance, and environmental evaluations at their own expense. Evidence of a management process for Critical Safety Items (CSIs) is also required.

• Test and Evaluation/Verification: Offerors must submit a qualification test plan/procedure for government approval detailing how compliance with requirements in Drawing 16B6592 will be verified. A complete test report is required post-testing for review and approval. The government may inspect testing processes, requiring 30 days advance notification from the offeror.

• Qualification Article Verification: Offerors must provide a pre-contract award qualification article, at their own expense, for form, fit, and function evaluation. Notification of qualification status will be provided within 90 days of submission. Successful qualification does not guarantee contract award.

• Estimated Qualification Cost: $6000.

• Estimated Qualification Time: 365 days.

• Eligibility: Offerors must be fully qualified before the date specified for award to be eligible for a contract. The award will not be delayed to allow vendors to demonstrate qualification.

• Evaluation of Proposals: Proposals from previously unqualified offerors will not be considered.

Sources may apply for a waiver of qualification requirements if they meet specific criteria (QWC1-QWC6), which include prior supply to the government, qualification on similar items, or being a qualified provider of assemblies or subassemblies. A post-contract award first article exhibit may still be required even if a waiver is granted.
