Scope of Work
The selected CMMS will provide comprehensive aircraft maintenance management, including status tracking, planning, work order management, reporting, and technical directive integration. It must also support supply management (parts/equipment tracking, cost analysis, complete part history), traceability, and operations management (aircraft usage tracking). Key technical requirements include 95% system uptime, 24/7/365 technical support, user training, and responsiveness to configuration changes. The system must implement Multi-Factor Authentication (MFA), be hosted in a FedRAMP certified environment or USDA solution, and comply with Section 508, WCAG 2.0, and USDA IT security standards. Integration with the FAMAuth Portal is also required. The system will support 50 user licenses.

Evaluation Criteria
Award will be made to the highest technically rated offeror whose price is fair and reasonable and whose past performance is acceptable or neutral, with no tradeoffs. Evaluation factors include:
- Technical Approach: (Max 8 pages) Demonstrating approach to PWS sections and meeting Bill of Materials technical requirements.
- Price: Fair and reasonable, with pricing provided for all line items using the "Software Line Item Pricing" template (Attachment 08).
- Past Performance: (Max 3 pages) Demonstrating 5+ years of experience with CMMS aviation data tracking for Large transport Category Aircraft.
Submission Requirements & Notes
Offerors must submit an Accessibility Conformance Report (ACR) using VPAT Version 2.1 or later for each ICT item. The Bill of Materials (Attachment 02 Revised) specifies 50 user licenses for the base year and option years. The place of performance implies support for USFS aircraft fleet at multiple facilities, including Juneau, Redmond, Missoula, Redding, Ogden, Ely, and Broomfield.
