Quick Summary
The USDA Forest Service (USFS) is seeking a Commercial-Off-The-Shelf (COTS) Aircraft Computer Maintenance Management System (CMMS) for its aircraft fleet. This is an unrestricted Request for Quotation (RFQ), issued as a combined synopsis/solicitation. The system must be configurable, currently in aviation industry use, and adaptable to the USFS fleet. Proposals are due July 7, 2026.
Scope of Work
The selected CMMS will provide a single-source system for aircraft maintenance tracking, logistical support (parts, tooling), and common process management across the USFS aviation program. The system must be interoperable with current aircraft and parts tracking applications and capable of integrating data from various sources. A phased approach will begin with the SD3-60 fleet.
Key Requirements
- Core Functionality: Aircraft maintenance management (status, work orders, reporting, labor tracking, technical directive integration), supply management (parts tracking, QR coding, cost analysis), traceability, operations management (flight/ground usage), and technical information management.
- System Performance: 95% uptime, capacity for 5-50 concurrent users, accessible via Chrome browser, and compatible with multiple devices.
- Security & Compliance: Mandatory Multi-Factor Authentication (MFA), FEDRAMP certification (if proprietary), adherence to extensive IT security policies (Attachment 07), and Section 508 accessibility compliance (Attachment 05), requiring an Accessibility Conformance Report (ACR) using VPAT 2.1 or later.
- Integration: The system must integrate with the FAMAuth (Fire and Aviation Management Authentication and Authorization) Portal (Attachment 03) and support data migration from the legacy CMMS system.
- Fleet Support: Must support multiple aircraft makes and models, including Dehavilland, Quest, Cessna, and Textron, for the USFS's 23-aircraft fleet (Attachment 04).
- Support & Training: 24/7/365 software support via telephone and/or email, initial virtual user training, and responsiveness to configuration changes.
Contract & Timeline

- Duration: One 12-month base period and four 12-month option periods, not to exceed a total of 60 months.

Evaluation
Award will be made to the offeror representing the best value to the Government, based on the highest technically rated proposal, provided the price is fair and reasonable, and past performance is acceptable or neutral. Evaluation factors include Technical Approach, Price, and Past Performance. No tradeoffs will be conducted. Bidders must submit pricing for all items using the provided Software Line Item Pricing template (Attachment 08).
Performance Monitoring
Contractor performance will be monitored through a Quality Assurance Surveillance Plan (QASP) (Attachment 06) and reported monthly using the Performance Monitoring Results Template (Attachment 09). Key performance requirements include 95% CMMS functionality, 100% support availability, 100% user training completion, and 100% responsiveness to configuration changes.
