Scope of Work

The awarded work involves the Original Equipment Manufacturer (OEM), Testek LLC, performing and implementing an upgrade solution using a new analog I/O card. This includes on-site installation, debugging, engineer/software development, confidence runs, and calibration of the AECTS. The OEM is responsible for furnishing all necessary materials, parts, tools, and labor. A confidence run will be performed after calibration on specific Ready for Issue (RFI) generators, and a written certificate of calibration must be provided within 30 days of the visit.

Contract Details

This acquisition was awarded on a sole source basis to Testek LLC (CAGE Code 06659). The justification for this decision is that Testek Solutions is the OEM and holds all proprietary rights to the system's design and software. The Government does not possess the technical data or licenses required for other vendors to perform the necessary repairs and software reprogramming, making Testek the only capable source. The award was based on Testek LLC's ability to meet requirements, fair and reasonable pricing, and responsibility determination.

Performance & Place

The OEM technician(s) will have up to five (5) workdays on-site at the USCG Aviation Logistics Center (ALC) facility located at 1664 Weeksville Road, Elizabeth City, NC 27909. Work hours are typically 7:00 a.m. to 3:30 p.m. ET, Monday through Friday, with potential for extended hours. The OEM is responsible for all travel costs.

Key Requirements & Standards

The AECTS must be returned to a fully operational status meeting OEM operating requirements, with calibration performed according to OEM specifications. An OEM calibration/certification sticker must be placed on the equipment. OEM technicians must be certified and capable, adhering to all federal, state, and local laws, including OSHA standards, and USCG policies. The upgrade is considered unproven, and if it does not provide the required outcome, the visit will be at no cost to the USCG.

Additional Notes

Contractors performing work at the ALC must comply with the ALC Visitor/Contractor Safety & Environmental Health Brochure, which outlines mandatory safety protocols, environmental regulations, and access requirements. This includes rules on PPE, cellular phone use, emergency procedures, and hazardous materials.
