Sources Sought Notice

This notice is a market research tool to gather information and determine industry interest and capabilities for Aircraft Hangar Fall Arrest System Maintenance and Certification Services at Andersen Air Force Base, Guam. It is not a solicitation or Request for Proposal (RFP) and does not commit the government to any acquisition approach or contract award.

The contractor will be responsible for providing all management, tools, supplies, equipment, and labor necessary for the continuous and safe operation of the Aircraft Hangar Fall Protection Systems. This includes:

• Periodic inspection
• Preventative maintenance
• Repair
• Load testing
• Certification

The work will be performed in accordance with local, territory, and federal laws, regulations, and applicable references listed in Appendix C. The contractor must maintain records of all inspections, maintenance, repairs, testing, and certifications.

• Anticipated NAICS Code: 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.

• Size Standard: $12.5M.

• This is a voluntary notice; responses are not offers and cannot form a binding contract.

• The government will not provide feedback on submissions.

• Costs incurred in responding are at the responding party's expense.

• The government reserves the right to determine the acquisition approach.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all necessary management, tools, supplies, equipment, and labor to ensure the continuous and safe operation of Aircraft Hangar Fall Protection Systems at Andersen Air Force Base, Guam.

• Periodic inspection, preventative maintenance, repair, load testing, and certification of Aircraft Hangar Fall Protection Systems.

• Repair of mechanical, controls, and safety deficiencies.

• Development and submission of a Periodic Inspection and Preventative Maintenance (PI & PM) Program.

• Semi-annual inspections and preventative maintenance.

• Annual load testing and certification.

• Response to service calls within one business day for system failures or malfunctions.

• Five-Year Engineering and Design Review (EDR) for all systems.

• All inspections and preventative maintenance to be completed 100% of the time.

• All repairs to be completed within allotted timeframes 100% of the time.

• All load testing certifications to be completed 100% of the time.

• All reports and documentation to be current and available 100% of the time.

• Five-Year EDR to be completed within the 5-year requirement.

• Location: Andersen Air Force Base, Guam.

• Period of performance not explicitly stated, but includes semi-annual and annual cycles, and a five-year review cycle.

• Compliance with applicable Air Force Manuals (AFMAN), ANSI, ASME, and OSHA publications.

• Contractor personnel must be licensed and certified by appropriate federal and territory regulatory agencies.

• Submission of various deliverables including: Contractor List of Key Personnel, Initial Condition Report, PI & PM Program, Inspection/Maintenance/Repair/Load Testing/Certification Reports, Quality Control Plan, and Employee Certifications.
