To provide septic tank pumping services for temporary portable trailers and airframes at the 309 Aircraft Maintenance Group (AMXG) to support maintenance, repair, and aircraft in transit.

• Pumping and draining of toilet tanks for airframes and portable trailers.

• Draining, flushing, cleaning, and preparing designated reservoirs for freezing temperatures.

• Disposal of waste material.

• Servicing aircraft for flight, including filling storage tanks with deodorant/disinfectant solution.

• Cold weather servicing, including adding Anti-Icing and De-icing Fluid.

• Service toilets for aircraft and trailers: 100%

• Respond within 24 Hours: 100%

• Contractor Provided Equipment: 100%

• Services to be performed 24-hours daily, Monday through Sunday, including federal holidays.

• Location: Hill Air Force Base.

• Contractor must provide all management, tools, supplies, equipment, and personal protective gear.

• Contractor must own a hose and attachment fittings to connect to US Air Force and US Navy C-130 aircraft (specific part numbers provided).

• Contractor must provide necessary protective clothing for employees.

• Compliance with all applicable federal, state, and local environmental laws and regulations.

• Implementation of a safety program ensuring protection of Government personnel and property.

• Mishap reporting procedures must be followed.

• Contractor personnel require identification credentials for access to Hill Air Force Base.

• Contractor must comply with specific requirements for pedestrian crosswalks, motor vehicles, and housekeeping.

This solicitation is a Request for Quotation (RFQ) for Aircraft & Trailer Lavatory Services at Hill Air Force Base (HAFB). The government is seeking to establish a Blanket Purchase Agreement (BPA) to provide septic pumping services for C-130 aircraft and temporary portable trailers.

• Septic pumping services for C-130 aircraft and temporary portable trailers.

• Services include draining, flushing, cleaning, and preparing reservoirs for freezing temperatures, and disposing of waste materials.

• Contractor must provide all management, tools, supplies, equipment, and labor.

• Contractor must own hose and attachment fittings compatible with US Air Force and US Navy C-130 aircraft (part number M2651-133-11).

• Response time: within 24 hours for standard call-outs and within 2 hours for emergency call-outs.

• Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self)_(DIBCAC) is required for all information systems processing, storing, or transmitting Federal Contract Information (FCI) or Controlled Unclassified Information (CUI).

• A five (5) year Blanket Purchase Agreement (BPA) will be established.

• The government intends to make a single award, but multiple awards (up to 3) may be considered.

• No minimum required purchase for an awarded BPA.

• No single call will exceed $2500.00.
