Scope of Work

The contractor shall provide trained and qualified personnel to perform required Aircraft Maintenance Services and all necessary support, including:

• Scheduled and unscheduled ALSE maintenance, repair, and servicing of aircraft systems and sub-systems.
• Scheduled and unscheduled Liquid Oxygen (LOX) maintenance, repair, and servicing of aircraft systems.
• Inspection, overhaul, and repair of ALSE equipment.
• Compliance with USCG maintenance standards, safety requirements, and security clearance/CAC access.
• Documentation of maintenance, work area cleanliness, timely deliverable submissions, and customer service.

Contract Details

• Contract Type: Firm Fixed Price Purchase Contract.
• Period of Performance: A one-year base period (September 29, 2026 – September 28, 2027) with four (4) one-year option periods, totaling five years.
• Place of Performance: USCG Air Station Kodiak, Kodiak, AK 99615.
• Set-Aside: This is a 100% Small Business Set-Aside.

Submission & Evaluation

• Proposals Due: June 29, 2026, by 5:00 PM Pacific Time.
• Questions Due: June 19, 2026, by 8:00 AM Pacific Time to terry.e.craft@uscg.mil. Follow-up questions will not be accepted after this date.

  • Filled-out Schedule of Services and Unit Prices (Attachment 1).

• Evaluation Factors: Award will be based on:
  1. Technical Acceptability (pass/fail).
  2. Past Performance (quality, timeliness, customer satisfaction, compliance).
  3. Price (reasonableness and realism). The award will be made to the responsible offeror whose offer is technically acceptable and offers the lowest price.
