This document provides clarifications and answers to vendor questions regarding the solicitation FA460826QS018, specifically concerning the "Painting Process" requirements outlined in the Statement of Work.

• Coating Equivalency: The use of equivalent commercial primer (MIL-PRF-23377K or equal) and topcoat (MIL-PRF-85285E or equal) is acceptable, provided they meet or exceed the performance specifications of the military-specified coatings. Contractors must provide technical data sheets and paint samples for approval.
• Mandatory Systems: The exact military coating systems are not mandatory; suitable commercial equivalents offering equal or greater durability, corrosion protection, UV resistance, and long-term preservation are permissible.
• Structural Integrity: Any approved high-performance commercial coating system must not negatively affect the structural integrity of the aircraft.
• Site Visit: A formal site visit is not currently scheduled.
• Subcontracting: The prime contractor is responsible for ensuring all subcontractors and partners comply with base access requirements, including possessing a valid Real ID. A list of personnel requiring access must be submitted in advance.
• Government Provided Support: The Government will provide access to staging areas, power, water, and compressed air at the work site.
• Additional Documents: All currently available technical documents, specifications, and standards have been provided; no additional documents are anticipated.
• Environmental Regulations: The contractor is responsible for full compliance with all applicable federal, state, and local environmental regulations, including OSHA and EPA guidance for paint applications, debris containment, and waste disposal.

This Q&A document clarifies that commercial equivalents for specified coatings are acceptable, potentially broadening the range of acceptable materials for bidders. It also confirms that no additional technical documents are expected and that a formal site visit is not currently scheduled.

Amendment / Modification

• This amendment provides formal responses to questions submitted by interested vendors. Vendors should review attachment 5 to ensure their proposals align with these clarifications.

• The closing date for the solicitation has been extended from May 12, 2026, to May 28, 2026. This extension allows additional time to incorporate the new Q&A data into final submissions.

• All other terms and conditions of the original solicitation remain unchanged.

• Attachment 5 contains the formal responses to vendor questions.

• The proposal submission deadline has been extended to May 28, 2026.

Amendment / Modification

• Incorporates the most recent Department of Labor Wage Determination. Wage Determination Number 2015-5191, Revision Number 29 (dated 03 December 2025) is deleted and replaced with Wage Determination Number 2015-5191, Revision 30 (dated 30 March 2026).

• Extends the solicitation closing date from 12 May 2026 to 21 May 2026.

• Extends the deadline for prospective offerors to submit additional questions regarding the solicitation to Wednesday, May 13, 2026, at 1:30 p.m. Central Time.

Statement of Work (SOW) / Performance Work Statement (PWS)

To restore the paint scheme and markings of a specified B-52 Static Display Air Vehicle (SDAV) to its original operational appearance for the current operational period, ensuring its long-term preservation.

• SDAV Inspection Process: Detect corrosion/damage, inspect bird-proofing, check landing gear/control surfaces, identify maintenance needs, and seal openings to prevent water intrusion.

• SDAV Preparation Process: Includes cleaning (following T.O. 1-1-691), sanding (using abrasive paper no coarser than 120 grit), repairs (in accordance with T.O.s 1-1A-1, 1-1A-8, 1-1-690), sealing, and securing moving parts.

• Painting Process: Encapsulate the aircraft to prevent corrosion, apply current paint scheme, insignia, and markings using rollers/brushes (T.O. 1-1-8) to achieve a 4.0-4.5 mil wet thickness. Specific primer (MIL-PFR-23377K) and topcoat (MIL-PRF-85285E) are required. Markings and insignia must match existing ones in size, color, and location. Unpainted surfaces must be masked. Engine inlet covers, tires, and landing gear will also be painted.

• Work stoppage occurs if structural integrity compromise, corrosion, or damage is discovered.

• Repairs must be completed in accordance with applicable Technical Orders (T.O.s) and industry best practices.

• Quality assurance personnel will inspect standards.

• Completed project must be to the satisfaction of the Weapons Load Training Facility.
