This amendment removes CLIN 5001 and FAR Clause 52.217-8 OPTION TO EXTEND SERVICES.

• Inspection and Acceptance locations for CLIN 5001 deleted.

• Delivery information for CLIN 5001 deleted.

• FAR Clause 52.217-8 "Option to Extend Services" (Nov 1999) deleted.

• The removal of FAR Clause 52.217-8 may impact how the government evaluates the total price of quotes, as it was previously included in the calculation at 50% of the total price for the last year.

Solicitation / RFP / RFQ

This solicitation is for Aircraft Recovery and Salvage Training for Navy Region EURAFCENT. The training is required to ensure sustained safe airfield operations throughout the specified Navy Region. The government anticipates awarding a single Indefinite Delivery Indefinite Quantity (IDIQ) contract.

• Provide comprehensive Aircraft Recovery training courses, including theory and practical training.

• Training must be between 3 and 5 consecutive days and meet or exceed minimum requirements outlined in the SOW.

• Provide a minimum of two non-participating safety observers per training class.

• Instructors must have subject matter expertise in aircraft recovery and current requirements.

• All weight handling and lifting equipment used must meet safety certifications and be calibrated.

• Provide classroom and on-site materials, including Personal Protective Equipment (PPE).

• Coordinate Navy-centric training sessions with the EURAFCENT Region Air Operations.

• Provide transportation for participants between hotels and training sites.

• Provide updated training materials for students.

• Provide a secure instructional theory "classroom" training facility.

• Coordinate access to medical "first responder" emergency services.

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ)

• Period of Performance: 01 April 2026 to 30 September 2031 (ordering period)

• Government Minimum Order: $5,000.00

• Government Maximum Order: $350,000.00

• Quotes are due by 05 March 2026, 04:00 PM Local Time.

• Email size limit is 10 MB per email; multiple emails may be used for larger quotes. Zip files are not accepted.

• Offerors must be registered in the System for Award Management (SAM) database prior to award.

• Quotes will be evaluated based on three factors: Technical Capability, Past Performance, and Price.

• Technical Capability will be rated as Acceptable or Unacceptable.

• Past Performance will be rated as Acceptable, Neutral, or Unacceptable.

• Price will be evaluated for reasonableness.

• This acquisition is UNRESTRICTED.

• All questions related to the solicitation must be submitted electronically in writing by 26 February 2026, 01:00 PM (Naples, Italy Local Time).

• Offerors must comply with detailed instructions for quote format and content; non-compliant quotes may be considered unacceptable.

Statement of Work (SOW)

To ensure sustained safe airfield operations throughout Navy Region Europe, Africa, Central by providing Aircraft Recovery and Salvage training.

• Provide commercial Aircraft Recovery and Salvage training for U.S. Navy personnel.

• Training to be conducted in the European theater.

• The training includes one day of theory covering principles, equipment, regulatory requirements, and recovery operations.

• Practical training involves hands-on exercises using a contractor-provided static aircraft (narrow body or equivalent, e.g., B737 or A320 or larger).

• Specific practical exercises include aircraft tethering, fuselage lifts (CAT-1, CAT-2, CAT-3), and nose lifts.

• Provide all necessary material, equipment, and Personal Protective Equipment (PPE) for training.

• Provide industry-recognized Aircraft Recovery Certificates of Proficiency upon completion.

• Training course must be between 3 and 5 consecutive days.

• Must meet or exceed minimum requirements outlined in Section 2 of the SOW.

• Provide a minimum of two (2) non-participating safety observers per training class.

• Instructors must have subject matter expertise and verbal/written command of English.

• All equipment used must meet safety certifications and be calibrated per US Government or applicable European Union standards.

• Training materials must be the most current versions.

• Period of Performance: See Delivery Schedule section of contract.

• Place of Performance: Contractor's training site.

• Training hours: Tailored to a 10-hour day with a 1-hour lunch break, conducted between 0600 and 1800 GMT.

• Coordinate Navy centric training sessions with CNREAFCENT Region Air Operations.

• Provide transportation for participants between hotels and training sites.

• Provide a secure, equipped classroom facility with HVAC.

• Coordinate access to "first responder" emergency services for hands-on training scenarios.
