Scope of Work
The vendor shall provide one (1) ARFF vehicle on a lease basis, delivered to Moody AFB, GA 31699. The vehicle must meet Original Equipment Manufacturer (OEM) standards, US Government Military, and National Fire Protection Association (NFPA) practices, specifically NFPA 414. The vendor is responsible for all repairs and services, performed by an Emergency Vehicle Technician (EVT) certified person/agency. A joint Technical Inspection will be conducted with government representatives to determine maintenance requirements. The vendor will also provide training to F&ES personnel on vehicle operation, inspection, and firefighting systems. Moody AFB will furnish utilities and fuel, and will handle scheduled maintenance during the lease period. The Period of Performance is a two (2) month base period with ten (10) one (1) month options.
Key Vehicle Requirements
The ARFF vehicle must feature an automatic transmission with pump and roll capability, a minimum of three (3) seats, excellent tires, wheel chocks, and side mirrors. It requires an air conditioning system capable of cooling the cab from 100°F to 75°F within 30 minutes at 50% relative humidity. Exterior lighting must meet Federal DOT, FMVSS, and NFPA requirements. Key firefighting specifications include a minimum 3000-gallon water tank (baffled per NFPA), a minimum 400-gallon foam tank (using Solberg 3% MIL-SPEC SFF foam), and a pump providing at least 1950 GPM at 240 PSI. Turrets include a Roof Turret (600 GPM low, 1200 GPM high) and a Bumper Turret (500 GPM). A secondary firefighting system with 450 lb Dry Chemical is required. The vehicle must be delivered with an empty foam tank (flushed if AFFF) and a full dry chemical tank, along with NFPA compliant emergency lighting and an electronic siren. A 10-mile road test (fully loaded, no power loss/overheat) and pump test results are required at delivery. A bumper-to-bumper warranty for the lease duration is expected if the vehicle is placed in service within 5 days.

This is a Firm Fixed Price contract. Evaluation will be based on item technical capability, lowest price technically acceptable, and past performance. Offerors must ensure their quotes maintain the Attachment 1 CLIN structure (13 line items). Lease payments will be monthly, with annual PM Service and ARFF Certs invoiced separately if the lease extends beyond one year.
