This document provides responses to vendor questions regarding the solicitation.

• Lease Payments: The government does not anticipate keeping the lease for over a year. Monthly lease payments will not include annual PM Service and ARFF Certs if the lease extends beyond one year; these will be invoiced separately at that time.
• Foam Brand: The foam brand used in the vehicle is Solberg 3% MIL-SPEC SFF.

No changes to the PWS or solicitation requirements resulted from these questions.

Standard

This document, NFPA 414, "Standard for Aircraft Rescue and Fire-Fighting Vehicles, 2020 Edition," establishes the minimum design, performance, and acceptance criteria for Aircraft Rescue and Fire-Fighting (ARFF) vehicles. It aims to ensure these vehicles are efficient and capable for both on-pavement and off-pavement operations, crucial for responding to aircraft emergencies.

• Specifies performance parameters for ARFF vehicles based on water tank capacity, including:

  • Stability (side slope, dynamic balance)
  • Maneuverability (angles of approach and departure, turning diameter)
  • Braking performance (stopping distance, grade holding)
  • Agent system performance (flow rates, stream patterns, and distances for turrets and handlines)

• Details requirements for vehicle components such as brakes, steering, cab, body, engine, electrical system, and tires.

• Outlines criteria for complementary extinguishing agents (e.g., dry chemical, halogenated agents).

• Includes requirements for vehicle documentation, including operator, service, and parts manuals.

• This document serves as a standard for specifications, not a detailed purchase specification. Purchasers are responsible for drafting complete specifications for bidding.

• Equivalency is permitted if systems, methods, or devices are of equivalent or superior quality, strength, fire resistance, effectiveness, durability, and safety.

• Manufacturers must certify that their complete vehicle meets the standard's requirements.

• Acceptance criteria and prototype vehicle testing procedures are detailed.

• Not applicable to this standard.

• The standard covers vehicles with wheels; track, amphibious, or air-cushion types are not included.

• Specific requirements for cold weather operation or specialized vehicle options must be specified by the purchaser.

Statement of Work (SOW)

To provide Moody Air Force Base Fire & Emergency Services with one (1) Aircraft Rescue Fire Fighting (ARFF) vehicle on a lease basis.

• Lease of one (1) ARFF vehicle meeting Original Equipment Manufacturer (OEM) standards and NFPA 414 requirements.

• Vehicle must be capable of responding to aircraft emergencies on and off paved surfaces.

• Vendor is responsible for providing the vehicle, all necessary equipment, materials, and personnel for its operation.

• Vendor is responsible for all repairs and services during the lease period; Moody AFB will provide fuel.

• Vendor must provide a technically qualified representative for joint maintenance requirement determination and a joint Technical Inspection.

• Vendor must provide digital apparatus safety information and training on operation, inspection, and servicing.

• Vehicle must meet NFPA 414 requirements (current version at time of manufacture).

• Road test: apparatus fully loaded, no loss of power, no overheating during a continuous 10-mile run; quiet operation of transmission, drive shaft, and axles without abnormal vibration or noise.

• Air conditioning must cool cab from 100°F to 75°F within 30 minutes at 50% relative humidity.

• Pump test results must be provided at delivery.

• Warranty: bumper-to-bumper coverage for chassis, pump, body, firefighting system, and electrical system for the duration of the lease.

• Location of Delivery Site: Moody Air Force Base (AFB), GA 31699.

• Period of Performance: Two (2) months with ten (10) one (1) month options.

• Vehicle Specifications:

  • Seating capacity: minimum of three (3) seats.
  • Transmission: automatic with pump and roll capability.
  • Tires: excellent condition with adequate tread life.
  • Wheel chocks: one (1) pair.
  • Mirrors: one on each side of the front cab door.
  • Air conditioning: required in cab and crew cab.
  • Exterior lighting: meet or exceed Federal DOT, FMVSS, and NFPA requirements.
  • Water Tank: minimum 3000 gallons, baffled per NFPA requirements.
  • Foam Tank: minimum 400 gallons.
  • Pump: minimum 1950 GPM at 240 PSI.
  • Roof Turret: 600 GPM low flow, 1200 GPM high flow.
  • Bumper Turret: 500 GPM.
  • Handline/booster reel: 240 PSI with minimum 100-foot length.
  • Secondary firefighting system: 450 lb Dry Chemical system with hose reel.
  • Vehicle must come with an empty foam tank (if AFFF, must be flushed/rinsed) and a full dry chemical tank.
  • Appropriate NFPA compliant emergency lighting and electronic siren.

• Security: Vendor and employees must comply with pertinent Installation Regulations.

• Utilities: Government will furnish necessary utilities for maintenance conducted on Moody AFB.

• Technical Inspection: Government has the option to inspect the vehicle.

• Documentation: Digital safety information, inspection sheet, and forms to be signed by all parties.

• Training: Digital or in-person training on operation, inspection, and servicing.

Solicitation / RFP / RFQ

This document is a solicitation for the lease of Aircraft Rescue Firefighting (ARFF) vehicles. The government is procuring these vehicles to support operations at Moody Air Force Base.

• Lease of 3,000-gallon ARFF vehicles.

• Includes initial lease period and option periods for extended lease.

• Delivery to Moody AFB, GA.

• Specific Product Service Code (PSC): W023.

• The solicitation number is FA483026Q0014.

• The offer due date is March 17, 2026, at 1:00 PM.

• The North American Industry Classification Standard (NAICS) code is 532490, with a size standard of $40,000,000.00.

• The acquisition is set aside 100% for Women-Owned Small Business (WOSB).

• The contract type is Firm Fixed Price.

• Offers must be submitted by the due date specified.

• Evaluation will be based on Price, Technical, and Past Performance.

• The government reserves the right to conduct discussions.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Moody Air Force Base (AFB) Fire & Emergency Services with one (1) Aircraft Rescue Fire Fighting (ARFF) vehicle on a lease basis.

• Provide a new or like-new ARFF vehicle meeting original manufacturer and Original Equipment Manufacturers (OEM) standards.

• Vehicle must meet all standard US Government Military and National Fire Protection Association (NFPA) practices.

• Vendor is responsible for all repairs and services, performed by a Vendor-designated Emergency Vehicle Technician (EVT) certified person/agency.

• A joint Technical Inspection will be conducted by the Vendor and a government representative to determine maintenance requirements.

• The Vendor will provide a technically qualified representative for training on vehicle operation, inspection, firefighting systems operation, and servicing.

• Vehicle Specifications:

  • Automatic transmission with pump and roll capability.
  • Seating capacity for a minimum of three (3) seats.
  • Excellent condition tires with adequate tread life.
  • One (1) pair of wheel chocks.
  • Mirrors on each side of the front cab door.
  • Air conditioning system capable of cooling the cab from 100°F to 75°F within 30 minutes at 50% relative humidity.
  • Exterior lighting meeting Federal Department of Transportation, Federal Motor Vehicle Safety Standards, and NFPA requirements.
  • Water tank with a minimum capacity of 3000 gallons, baffled per NFPA requirements.
  • Foam tank with a minimum capacity of 400 gallons.
  • Pump capable of at least 1950 GPM at 240 PSI.
  • Roof Turret capable of 600 GPM (low flow) and 1200 GPM (high flow).
  • Bumper Turret capable of 500 GPM.
  • Handline/booster reel capable of 240 PSI with a minimum 100-foot length.

• Performance Test: A road test of at least ten (10) miles with the apparatus fully loaded, demonstrating no loss of power or overheating. The vehicle must meet NFPA 414 requirements.

• Pump Test: Provide results of a current pump test at time of delivery.

• Warranty: Bumper-to-bumper warranty for the duration of the lease agreement, including chassis, pump, body, firefighting system, and electrical system, provided the vehicle is placed in service within 5 days of delivery.

• Documentation: Apparatus safety information covering chassis operation, pump operation, and maintenance to be provided digitally.

• Delivery Site: Moody AFB, GA 31699.

• Period of Performance: Two (2) months base period with ten (10) one (1) month options.

• Vendor is responsible for all maintenance and repairs.

• Moody AFB will provide all utilities and fuel.

• Vendor is not responsible for scheduled maintenance during the lease period.

• Vendor and employees must comply with pertinent Installation Regulations on security.

• A permanent plate specifying fluid types will be mounted in the driver's compartment.

• Vendor will provide training to F&ES personnel.
