Statement of Work (SOW)

To repaint and perform minor repairs on three static display aircraft (B-29, FB-111, and T-38) at Whitman Air Force Base to mitigate water intrusion and corrosion, ensuring a quality display appearance.

• Provide all management, tools, supplies, equipment, parts, and labor for aircraft painting.

• Remove and reinstall bird proofing.

• Prepare aircraft surfaces by cleaning, scraping, sanding, and feather-edging existing paint.

• Address minor surface corrosion (defined as removable by mechanical abrasion without compromising structural integrity, covering no more than 5 sq ft per panel). Extensive corrosion requires separate action.

• Repaint aircraft according to their current paint schemes, insignia, and markings, with the FB-111 requiring a different paint scheme representing a different era of service (designs to be provided).

• Repaint engine inlet covers, landing gear, and windows.

• Mask and protect unpainted surfaces (lights, etc.).

• Polish original unpainted metal surfaces to a mirror finish instead of painting.

• Perform minor repairs to aircraft panels (up to 6 inches in diameter or 5 hours of labor) with final approval.

• Apply primer (LICP 200 or equal) and Industrial Catalyzed Urethane paint (or equal, curator approval needed) to achieve a wet mil thickness of 4.0-4.5 mils.

• Apply 2 or more coats of Valspar AC4400 Clear coat HS (or equal) for UV protection.

• Ensure paint application complies with environmental regulations, using rolling or brushing for HAPs/VOCs containing paints.

• Achieve a wet mil thickness of 4.0-4.5 mils for paint coats.

• Provide SDS for all paints and primers to the CE Environmental Office.

• Performance start estimated 15-60 days after contract award.

• Estimated period of performance: 14-21 days per aircraft, pending weather.

• Hours of operation: 0730-1500 Monday - Friday.

• A weekly schedule to be provided and coordinated with base personnel.

• Contractor must have experience in historical aircraft restoration.

• Provide at least 5 positive performance references for similar projects within the last 5 years.

• Show proof of performing historical aircraft restoration jobs of the same or larger magnitude.

• Must be able to work on Whiteman Air Force Base, possess a Real ID, pass a background check, and meet insurance requirements to drive on base and acquire a pass.

• Contractor will work with Museum personnel to match paint colors and insignia.

• Contractor will coordinate with the base POC for time on site.

• Holidays observed: Christmas Day (2025), AFGSC Family Day (2025), New Year's Day (2026), AFGSC Family Day (2026).

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for a firm-fixed-price service contract to restore three static display aircraft located at Whiteman AFB, Missouri. The award will be made using Simplified Acquisition Procedures.
