Scope of Work
The requirement involves providing all personnel, supervision, transportation, and materials for comprehensive aircraft washing and lubrication. Services include exterior washes, pre-wash preparations, post-wash procedures, and lubrication for approximately 31 F-16 aircraft (cleaned every 180 days or as needed) and annual washing of static display aircraft. Work is anticipated for 1-4 aircraft per week, with a maximum of 8 hours per aircraft wash.
Performance will occur at Homestead ARB, FL, at the wash rack adjacent to the Alternate Fuel Barn/4710 or inside Building 183, primarily during 0700-1530 Monday-Friday and scheduled UTA weekends, with an option for a swing shift.
Performance Standards & Requirements
Contractors must adhere to specified Technical Orders (TOs) and Department of the Air Force Instructions (DAFIs), including cleanliness standards detailed in TO 1-1-691. Post-wash inspections will be conducted by government personnel. The contractor is responsible for documenting tasks in aircraft forms (AFTO 781) and the Integrated Maintenance Data System (IMDS), and submitting weekly/semi-annual reports.
Special requirements include contractor employees wearing appropriate PPE, adhering to safety guidelines, maintaining a supply of cleaning compound, and providing a primary and alternate Contract Manager with at least one year of experience. Employees must also have at least one year of experience in aircraft cleaning. Compliance with environmental protection laws, security requirements (base passes, badges), and potential handling of Controlled Unclassified Information (CUI) is mandatory. A Quality Control Plan (QCP) is required.
