Scope of Work
The contractor will provide annual airflow inspection and certification services to determine ventilation rates (Air Changes per hour - ACH) and pressure differentials in HVAC systems. Key requirements include:
- Annual ACH certification testing of HVAC systems and components.
- Testing must adhere to ASHRAE 170-2013, VHA Directive 1116(2), VA Office of Construction & Facilities Management Design Manuals (PG-18-10), and The Joint Commission standards.
- Identification of deficiencies in areas not meeting current VA and industry standards, with recommended solutions.
- Detailed reporting of test results, including measurements, variances, deficiencies, and recommended solutions.
- Services will be performed at John Cochran Division (Building 1) and Jefferson Barracks Division (Buildings 53 and 55).

- Period of Performance: Base Year (July 1, 2026, to June 30, 2027) with four (4) Option Years (July 1, 2027, to June 30, 2031).

Evaluation

Offerors are encouraged to submit proposals with their best terms and complete documentation initially, as discussions may not be held.
Eligibility / Set-Aside
This acquisition is exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Offerors must be certified SDVOSBs and listed in the SBA certification database at the time of offer and award. Offerors must also be registered in the System for Award Management (SAM).
