Scope of Work
The contractor will provide a web-based application tool accessible to at least 10 analysts, offering comprehensive U.S. and international market data. Key requirements include:
- Global origination and destination (OD) data, fare data, service class information, fair share/QSI data, and local and flow data by route and carrier.
- Global schedule data (historical, current, future) with flight-level granularity.
- Current and historical fleet information per airline, including capacity and cabin configuration.
- Advanced booking data by market and airline, with data available back to at least 2005.
- Weekly updates to schedule data (e.g., OAG, Innovata) and monthly updates to demand and fare files.
- The solution must support 24/7 access, a robust user interface, custom/pre-defined reports, and include annual new user/refresher training (3 days) and customer support.

Proposals must be submitted in two volumes: Technical (max 60 pages, excluding resumes) and Cost/Price.
Additional Notes
Offerors must provide a demonstration of their solution to DOT personnel prior to submitting a proposal. Demonstrations must be scheduled by the March 2, 2026 deadline. Offerors must be registered in SAM.gov. This is a combined synopsis/solicitation, and a separate written solicitation will not be issued.
