This document is a Sources Sought notice issued by the Mission and Installation Contracting Command – Fort Bliss to conduct market research for Airtronic Burner Certification Classes. The government is seeking to identify interested parties with the resources to provide these services on a competitive basis. The requirement may be set-aside for small businesses or procured through full and open competition.

• Provide two qualified instructors to conduct training for class sizes up to 20 students.

• Deliver two distinct courses: a comprehensive Airtronic burner maintenance course and a "train-the-trainer" program.

• Issue a certification of training upon successful completion of either course.

• Further details are provided in the draft Performance Based Work Statement (PBWS) (Attachment 1).

• Period of Performance: 16 February 2026 through 20 February 2026 (5 days).

• Contract Type: Anticipated to be Firm Fixed Price.

• Option Periods: Specifics will be provided in the solicitation.

• Potential Labor Categories: May be subject to the Service Contract Act or a collective bargaining agreement.

• Businesses of all sizes are encouraged to respond.

• The requirement may be set-aside for Small Businesses (in full or in part).

• Respondents must indicate their small business status (Small, Small Disadvantaged, Women-Owned, HUBZone, Service Disabled Veteran-Owned).

• For Small Business Set-Aside, the prime must perform at least 50% of the work.

• Fort Bliss, El Paso, TX (100% On-Site Government, 100% Off-Site Contractor).

• No funds are available to pay for response preparation.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide on-site training for Service members on the Airtronic Burner and pack-out procedures of the Army Assault Kitchen (AK). This training is crucial for preparing service members for Large Scale Combat Operations (LSCO) and the shift to Unitized Group Rations – Heat and Serve (UGR H&S).

• Provide qualified instructors for the training.

• Teach Airtronic burner maintenance training.

• Teach Airtronic "train the trainer" training.

• Provide certification of training.

• Diagnose and fix any non-mission capable Airtronic burners during the training.

• The contractor shall develop and maintain an effective Quality Control Plan (QCP).

• The Government will evaluate performance based on the Quality Assurance Surveillance Plan (QASP) and Performance Requirements Summary (PRS).

• Period of Performance: One Base Period, consisting of five days of training.

• Place of Performance: Fort Bliss, Texas, specifically at the Fort Bliss Tactical Field Readiness Training Center (TFRTC) building on the 3rd Armored Brigade Combat Team footprint.

• Contract Type: Firm-Fixed Price.

• Security: Contractor personnel require access to the TFRTC Building.

• Personnel: Contractor shall provide a contract manager and an alternate.

• Contractor employees must identify themselves as contractors when their status is not obvious.

• Contractor must comply with all applicable Federal, State, and local regulations, including DoD and Army Public Health Regulations.

• Contractor is responsible for providing all labor, supervision, transportation, vehicles, supplies, equipment, materials, facilities, and services not provided by the Government.

• Contractor must provide a safe working environment and is responsible for damages to persons and property.
