Pre-solicitation Notice of Intent to Sole Source
Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Rewards for Research Pty, Ltd t/a Trialfacts affiliated with the University of Utah to obtain to recruit Veterans and non-Veterans for a study of how physical inactivity impacts vascular and skeletal muscle function. Recruitment strategies (i.e. advertisements, pre-screening, scheduling) will be performed by Trialfacts in conjunction with the investigators and the research team.
Given the role of Trialfacts with the University of Utah and its current status, no other contractor could fill this role.
Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities on SAM.gov at https://sam.gov/.
The applicable NAICS code is 541810 with a $25.5 MIL size standard. The PSC is AJ11. The authority for this action is FAR 6.302.1-1 Only One Responsible source, and no other supplies or services will satisfy agency requirements.
This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation for an equal/better service based on the specifications to the contracting office no later than Thursday, Nov 20, 2025 (3 PM, EST).
