• Window Frame Material: Window frames must be vinyl, not wood or fiberglass, for energy efficiency and longevity in Alaskan climates.
• Tilt/Turn Requirements: The SOW requires windows to match existing tilt/turn direction, size, and swing. Custom casement or awning types are not acceptable if they deviate from the original specifications.
• Structural Damage: Water damage or rotten structural framing will be addressed independently per window opening. Some openings may require more time and cost than others, and this will be handled via Change Order with time and material.
• Work Hours: Standard work hours are Monday-Friday, 8:00 AM to 4:30 PM. Extended hours or weekend work are not accepted as a general alternate schedule but may be considered on a case-by-case basis.
• Occupancy: Housing units will be occupied during scheduled work. Contractors may not utilize vacant residential units for lodging.
• Bid Bond: There is conflicting information regarding bid bonds. Standard Form 1442 indicates no bid bond is required, but the Combined Synopsis Announcement states one is required. Section 13 does not identify bonds, but Section 12a requires performance and payment bonds.
• Furnishings: Contractors are not required to move any furnishings.
• Mold Remediation: Any unforeseen issues, including potential black mold, will be addressed as they are uncovered. Specific mold remediation is not explicitly detailed but will be handled.
• Building Permit: A Bethel Building Permit is not required for this project.
• Buy American: Window assemblies must comply with the Buy American clause (FAR 52.225-9), requiring domestic construction materials unless a formal exception is approved.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace upstairs window frames and panes in nine (9) nearly identical two-story houses located on pilings at the Yukon Delta National Wildlife Refuge in Bethel, AK.

• Removal of existing upstairs window frames and panes.

• Assessment and repair of rough openings for water damage, including flashing, vapor barriers, and structural framing if necessary. Costs for structural damage repair will be quoted separately.

• Installation of new, tilt-turn style window frames and panes that meet specific performance requirements (MSG Low-E, insulated vinyl, U-factor < 0.22, SHGC 0.26-0.40, VT 0.41-0.50, Energy Star and 2012 IECC compliant).

• Replacement of windowsills with waterproof material (vinyl or Corian®).

• Installation of new blinds (wide, >1.5" vinyl, white).

• Re-trimming of exterior and interior windows to match existing.

• Repair of any damaged exterior vinyl siding during installation.

• Disposal of removed window frames and panes.

• Windows must be tilt-turn style, with inside opening (in-swing) and screens.

• Windowsills must be solid waterproof material.

• New windows must meet Energy Star and 2012 IECC compliance.

• Contractor is responsible for providing all tools, hardware, and a ladder.

• Contractor is responsible for arranging their own transportation to residences.

• Storage options for materials may include a shipping container and fenced yard.

Amendment / Modification

• Remove existing upstairs window frames and panes from nine (9) two-story houses.

• Assess rough openings for water damage and repair as needed, including structural framing and waterproofing.

• Install new, insulated fiberglass tilt-turn style window frames and panes that meet Energy Star and 2012 IECC standards.

• Replace existing wooden windowsills with solid waterproof material (e.g., Corian® or vinyl).
