Submission & Evaluation
Quotes must be submitted via email to Kerri.Gilmore@ihs.gov by May 12, 2026, at 1:00 PM MST. Questions are due by May 6, 2026, at 1:00 PM MST. Proposals must be complete, self-sufficient, and organized into three volumes: Technical, Past Performance, and Price. The Technical Approach will be evaluated on system design, installation, operational capability, training, management, operations, maintenance, support, security, and compliance. Past Performance requires two references. Award will be made on a Best Value basis, with Technical and Past Performance factors being more important than price. Offers must stipulate acceptance of all terms and conditions and be firm for at least 90 days.
