This is a combined synopsis/solicitation for commercial items to procure heating oil for the U.S. Fish and Wildlife Service, Innoko National Wildlife Refuge. The government intends to award up to two blanket purchase agreements.

• Heating oil (Item 00010: Gasoline Fuel Regular, Unleaded, 87 Octane; Item 00020: Diesel Fuel #2, Clear).

• Performance period is anticipated to be 5 years, from May 1, 2026, through April 30, 2031.

• Two blanket purchase agreements will be awarded.

• Basis of award is price only.

• The anticipated performance period is 5 years, from May 1, 2026, through April 30, 2031.

• Quotes are due by 1700 Central Time on April 23, 2026.

• Quotes should be submitted via email to tanner.frank@ios.doi.gov.

• Award will be made to responsible sources submitting the lowest priced quotes that meet bid requirements.

• Offerors are encouraged to use the provided bid schedule.

• This is an unrestricted set-aside.

• The NAICS code is 324199 with a small business size standard of 950 employees.

• Respondents must be registered in the System for Award Management (SAM) as an active vendor by the time an award decision is necessary.

This is a combined synopsis/solicitation for commercial items for the U.S. Fish and Wildlife Service, Innoko National Wildlife Refuge, for the routine supply and delivery of bulk heating oil. The requirement is for a Blanket Purchase Agreement (BPA).

• Product: Heating oil (bulk).

• Specifications:

  • Gasoline Fuel – Regular, Unleaded, 87 Octane
  • Diesel Fuel - #2, Clear

• Quality Standards: Must comply with current National Fuel Quality Standards and ASTM fuel quality standards.

• Delivery Locations:

  • 69 Tonzona Avenue, McGrath, AK
  • Hangar at Lot 2 BLM Road, McGrath, AK

• Delivery Schedule: Normal business hours, Monday-Friday, 8:00 am to 4:00 pm. Non-duty hours excluded.

• Minimum Delivery: Vendor may establish a minimum, but not more than 200 gallons per delivery.

• Tank Fill Limit: Do not fill bulk fuel tanks above 90% capacity.

• Contract Type: Blanket Purchase Agreement (BPA).

• Anticipated Performance Period: 5 years, from May 1, 2026, through April 30, 2031.

• Estimated Annual Quantity: 1,000 gallons total per year.

• Basis of Award: Price only. Award will be made to up to two vendors submitting the lowest priced quotes that meet bid requirements.
