Scope of Work
The contractor will be responsible for providing environmental services including:
- Preparing and submitting a comprehensive Work Plan detailing the entire process.
- Sampling and characterizing the material following approved hazardous materials sampling methods (e.g., RCRA characteristics).
- Packaging and labeling the container in accordance with EPA and DOT standards.
- Transporting the waste using an ADEC-authorized hazardous waste transporter to an ADEC-permitted Treatment, Storage, and Disposal Facility (TSDF).
- Providing final disposal confirmation, certificates of destruction, and all manifests. The Work Plan must include a project schedule, mobilization/demobilization plan, Cold Bay logistics, sampling procedures, waste determination methodology, packaging approach, transportation and manifesting procedures, proposed TSDF, and spill prevention procedures.

Special Requirements
Contractors must possess an Alaska hazardous waste disposal company license and demonstrate experience handling unknown/mixed petroleum waste drums. Other requirements include experience with ADEC or similar state agencies, OSHA HAZWOPER certification, DOT HAZMAT certification, and an EPA ID number for hazardous waste shipping. Government-furnished lodging and a pick-up truck may be available upon coordination. All services must comply with Federal, State (ADEC), and DOT regulations. Daily reports, photographs, notes, and all documentation become the sole property of the government.
Submission & Evaluation
Award will be made as a firm-fixed-price contract based on a Lowest Price Technically Acceptable (LPTA) evaluation. Offerors must be registered in the System for Award Management (SAM) and acknowledge receipt of all amendments.
