Scope of Work
The contractor will be responsible for the engineering and installation of approximately 6,400 feet of single-mode fiber-optic cabling. Key requirements include:
- Installation engineered to TIA premises and OSP practices.
- Compliance with NEC Article 770, Chapter 8 communications rules, and NESC work rules/clearances for OSP construction.
- Ensuring safety, reliability, and code compliance.
- Trenching, asphalt pavement cutting/repair, backfill, compaction, and work area restoration.
- Building entry, firestopping, and labeling.
- Verification of length and route of all fiber installation.
- Preparing fibers for ACS termination, leaving sufficient slack at ACS facilities. An optional bid for approximately 1,600 feet of fiber optic cable within an existing ACS-owned duct is also included.

- Period of Performance: 180 days after receipt of Notice to Proceed.

Submission & Evaluation
Quotes must be submitted via email to melissa_niemi@ios.doi.gov. Submissions should be in two volumes:
- Volume I - Technical: Addressing technical understanding of the Statement of Work (SOW) and Past Performance (maximum 30 pages).
- Volume II - Price: Detailing the proposed pricing. Award will be made to the responsible vendor whose quote is determined to be the most advantageous to the Government, with non-price factors (Technical understanding, Past Performance) and Price holding equal importance.

Offerors must complete and submit required representations and certifications. Vendors must also be registered in the System for Award Management (SAM).
