This solicitation is for the U.S. Fish and Wildlife Service (USFWS) Kenai National Wildlife Refuge (NWR) to procure fiber optic cable installation and hookup services. The goal is to provide a standards-compliant, maintainable, and test-verified fiber optic cable connecting existing Alaska Communications system (ACS) infrastructure to the USFWS Headquarters at KNWR, to support current and future telecommunications needs.

• Installation of fiber optic cable engineered and installed to TIA premises and OSP practices.

• Compliance with NEC Article 770 and Chapter 8 communications rules.

• Adherence to NESC work rules/clearances for OSP construction.

• Ensuring safety, reliability, and code compliance.

• Period of Performance: 05/11/2026 to 11/10/2026.

• Delivery: FOB Destination.

• Quotations must be submitted to the issuing office (FWS IT Services, 5275 Leesburg Pike, Falls Church VA 22041) on or before 05/05/2026 at 1700 ED.

• This solicitation is not a small business set-aside.

• Bidders unable to quote are requested to indicate so and return the form.

• This request does not commit the Government to pay any costs incurred in the preparation of the submission or to contract for supplies or services.

• Standard Form 18 (Rev. 6/1995) is used for this request.

The U.S. Fish and Wildlife Service (USFWS) Kenai National Wildlife Refuge (NWR) is seeking a vendor to provide a standards-compliant, maintainable, and test-verified fiber optic cable. This project aims to connect existing Alaska Communications system (ACS) infrastructure with the USFWS Headquarters at Kenai National Wildlife Refuge (KNWR) to support current and future telecommunications needs.

• Engineering and installation of fiber optic cable to TIA premises and OSP practices.

• Adherence to NEC Article 770 and Chapter 8 communications rules, and NESC work rules/clearances for OSP construction.

• Ensuring safety, reliability, and code compliance.

• Installation of approximately 6,400 feet of single-mode fiber-optic cabling.

• Includes trenching, asphalt pavement cutting/repair, backfill, compaction, work area restoration, building entry, firestopping, and labeling.

• Verification of length and route of all fiber installation.

• Final terminations at ACS facilities will be completed by ACS personnel; Contractor must leave sufficient slack and prepare fibers for ACS termination.

• An optional bid for approximately 1,600 feet of fiber optic cable within the existing ACS-owned duct is also included.

• The Government contemplates award of a firm-fixed price contract.

• Period of Performance: 180 days after receipt of Notice to Proceed.

• Quotes will be valid for at least 60 days from the date specified for receipt.

• Quotes are to be submitted in two volumes: Volume I - Technical (Factors 1 & 2, max 30 pages) and Volume II - Price (Factor 3).

• Evaluation Factors: Technical understanding of the SOW, Past Performance, and Price.

• Award will be made to the responsible vendor whose quote is determined to be the most advantageous to the Government, with non-price factors and price holding equal importance.

• The solicitation is not a small business set-aside.

• The vendor must complete and submit representations and certifications.

• The vendor must be registered in the System for Award Management (SAM).
