This is a combined synopsis and solicitation for commercial items, seeking quotes for an Oil Spill Preparedness Training Course and Video for the Alaskan National Park Region. The acquisition is being solicited on an open market basis and is set-aside exclusively for Small Business entities. The government intends to award a firm-fixed-price contract.

The scope of work includes:

• Base Item: Marine Oil Spill Response Training Course.
• Option 1: Video Production.

Delivery payments are structured across several phases:

• Post-award Coordination Meeting: 5% of Base Item value.

• Preliminary Material Storyboard Development: 45% of Base Item value.

• Script/Narrative Development: 20% of Base Item value.

• Coordinate Partner Review/Address Feedback: 20% of Base Item value.

• Approval of Final Full Base Item Submittal: 10% of Base Item value.

• Video Production and Product Submitted (Option 1): 80% of Option value.

• Approval of Final Video Option Submittal: 20% of Option value.

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance: Estimated August 1, 2026 – July 31, 2027.

• NAICS Code: 541620 – Environmental Consulting Services.

• Small Business Size Standard: $19M.

• RFQ Open Period: May 13, 2026 – June 4, 2026, at 1700 hours ET.

• Vendor questions accepted through: May 28, 2026.

• Submission Method: Quotes must be submitted via email to Ronald_bunch@nps.gov.

• Evaluation Factors: Quotes will be evaluated based on Technical Capability, Experience, and Total Price to determine the best value to the Government.

  • Technical Capability: Assesses the firm's ability to meet SOW requirements, staff qualifications, and Key Contractor Personnel.
  • Experience: Requires evidence of at least three similar projects within the past five years, including descriptions and points of contact.
  • Total Price: Must be determined fair and reasonable.

• Set-aside for Small Business entities only.

• Funds are not presently available for this effort; award is contingent upon fund availability.

• The government reserves the right to cancel the solicitation.

• Offerors must be registered in the System for Award Management (SAM).

• The solicitation document itself serves as the official request; a separate written solicitation will not be issued.

Statement of Work (SOW)

To develop and produce a standardized training product for the National Park Service (NPS) Alaska Region to enhance preparedness and response capabilities during marine oil spill incidents. This training tool aims to serve all Alaska coastal parks and potentially other NPS regions nationwide, enabling personnel to execute required actions quickly, consistently, and in compliance with federal responsibilities.

• Develop a training video, including a script/narrative and storyboard.

• The training will focus on the first 72 hours of a marine oil spill incident in Alaska, covering early-stage communication, roles and responsibilities of NPS and partner agencies (DOI, USCG, EPA, NOAA, ADEC, USFWS), and user-friendly resources.

• Incorporate federal and state entities involved in response, and potentially tribal entities.

• Identify and consolidate publicly available videos and images that meet usage requirements.

• The final product will be a completed video media product.

• The contractor must adhere to industry's best practices and imagery/media content to meet Section 508 compliance standards.

• Submittals must be complete, internally consistent, technically accurate, and free from errors.

• All tasks shall be completed and final deliverables approved within 365 days after award.

• The Alaska Regional Office (AKRO) in Anchorage is the primary site, though site visits are not required. COR in-person meetings can be arranged.

• Contractor personnel must include a Project Manager and a Subject Matter Expert (SME) with at least 5 years of experience in marine casualties/spill response planning and Incident Command System (ICS).

• All digital and hard copy materials generated become government property.

• Contractor must coordinate and obtain feedback/approvals from various federal, state, and other key partners (ADEC, NOAA, USFWS, USCG, EPA, NPS).

• Contractor must ensure internal quality control practices are employed.
