Description

This is a Solicitation Notice, Phase I, Request for Qualifications (RFQ), for a two-phase design-build construction project for the Indian Health Service (IHS). The estimated price range for design and construction is between $80,000,000 and $120,000,000.

IHS/OEHE/DES is issuing this synopsis in accordance with FAR 5.201 Solicitation Notice.

Scope of Work

The project is currently completed up to the 10% Schematic Design stage. Under this contract, the design-build contractor shall complete the design, construction, and startup in accordance with the terms of the anticipated contract:

Design-build of the new 70,000 square foot Alamo Navajo Health Center (HC), located along New Mexico State Highway 169 (SR 169) in Alamo Navajo Indian Reservation, NM. The new facility will serve as a comprehensive outpatient wellness facility to service the Alamo Band of Navajo community and other eligible beneficiaries.  The facility cannot exceed 70,000-square-foot, and is envisioned as having a substantial two-story section.  It is part of the Albuquerque Area Service Unit located approximately 25 miles NNW of Magdalena, New Mexico.  The new facility will serve approximately 2,650 tribal residents and will be a complete replacement of the existing IHS clinic on the Alamo Navajo reservation.  To meet modern standards of care, services need to be expanded, from current, to include ambulatory care and community health services consisting of medical, dental, diagnostic imaging, physical therapy, pharmacy, public health nursing, nutrition, emergency medical services, community health representative (CHR) program, diabetes program, behavioral health, and the Tribal ‘Women, Infant, and Children Nutritional Program’ (WICNP) for the residents of the Alamo Navajo community. The new health center will replace and/or improve upon the services currently being provided.

The site consists of approximately 41 acres of land. The area required for the health center including parking lots, drives, utility areas, and stormwater management, is approximately 12 acres.  An additional three acres would be required for the geothermal well field if needed.

Period of Performance

The design-build contract is anticipated to commence in 2026.  The period of performance is 1020 days for completion of design (final construction documents) and completion of construction.

Competitive Acquisition

This will be a competitive acquisition utilizing Two Phase Design Build Procedures (see FAR 36.101-2) and is Unrestricted basis, Full and Open to both large and small businesses. In Phase I of the II phase design-build source selection procedure, interested firms or joint venture entities (referred to as "offerors") submit certain specified performance capability proposals, demonstrating their capability to successfully execute the design-build construction contract resulting from this solicitation. The Government will evaluate the performance capability proposals in accordance with the criteria described and will short-list no more than five (5) of the Phase I offerors to compete for the design-build contract in Phase II.

Contract Type

The Indian Health Service intends to award a Frim Fixed Price (FFP) Construction Contract in support of this requirement.
