This solicitation, "AFD CO2 Cylinder Hydrostatic Testing," is for the inspection and recertification of high-pressure carbon dioxide cylinders used in the fire suppression system at Albeni Falls Dam (AFD). The contractor will provide all necessary parts, labor, materials, personnel, and transportation for pickup and delivery to AFD.

• Inspection and recertification of approximately 48-62 CO2 cylinders (75-pound capacity).

• Hydrostatic testing of each cylinder to 150% of normal working pressure.

• Visual inspection of cylinders and valves for damage, corrosion, or pitting.

• Rebuilding or replacement of Kidde Type "I" Valves.

• Documentation and recertification reports for each cylinder and valve.

• Compliance with Code of Federal Regulations 49 CFR 180.205, General Requirements for Requalification of Specification Cylinders.

• Contract Type: Firm Fixed Price

• Period of Performance: Award date through June 30, 2026.

• Place of Performance: Pickup and delivery at Albeni Falls Dam, Oldtown, Idaho.

• Quotes are due by April 13, 2026, 11:00 AM PST.

• Award will be made to the lowest priced quote that conforms to the solicitation requirements.

• Pricing must be provided for all CLIN items.

• Multiple quotes are not accepted.

• Questions must be submitted two (2) days prior to the closing date.

• This acquisition is a 100% small business set-aside.

• Contractors must be registered in the System for Award Management (SAM).

• Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self-Assessment) is required.

• Electronic Funds Transfer (EFT) will be used for all payments.

• The U.S. Army Corps of Engineers is exempt from state and local taxes.

Statement of Work (SOW)

To provide inspection and recertification services for high-pressure carbon dioxide cylinders used in the fire suppression system at Albeni Falls Dam (AFD).

• Provide all necessary parts, labor, materials, and personnel.

• Transport cylinders to and from the contractor's facility.

• Empty cylinders and reclaim CO2.

• Inspect cylinders for pitting, corrosion, or damage.

• Perform hydrostatic testing to 150% of normal working pressure.

• Measure cylinder expansion to determine serviceability.

• Evaluate valves for rebuilding or replacement.

• Compile an "as-found" inspection report for each cylinder and valve.

• Rebuild or replace Kidde Type "I" valves.

• Replace 75-pound cylinders or cylinder assemblies as needed.

• Provide complete documentation and recertification for cylinders and valves.

• Cylinders must meet the requirements of the Code of Federal Regulations 49 CFR 180.205.

• Hydrostatic testing to 150% of normal working pressure.

• Zero deviation from standard for certifications, markings, decals, and system functionality.

• 100% inspection for all performance objectives.

• Period of Performance: Immediately after notice of award until June 30, 2026.

• Place of Performance: Pickup and delivery at Albeni Falls Dam, Oldtown, Idaho. Pickups and deliveries are Monday-Thursday, 7:00 AM - 3:30 PM.

• The government will provide a minimum of 48 and a maximum of 62 each, 75-pound CO2 cylinders.

• Cylinders are equipped with Kidde High-Pressure CO2 Fire Suppression Valves.

• Cylinders are assumed to be full of CO2.

• No hazardous waste is expected to be produced; however, if produced, the contractor is responsible for handling and disposal.

• No site-specific safety or occupational health plan is required for on-site contracted activities.
