Scope of Work
The requirement is for two 55-gallon drums of new Shell Panolin S5 Grease EAL A600P 1 (formerly Panolin Biogrease W EP1). The product must be a fully synthetic, biodegradable EP universal grease, meeting detailed technical specifications including minimal toxicity, good mechanical stability, excellent oxidation resistance, anti-wear and anti-corrosion properties, good water resistance, a wide temperature range (-40°C to 100°C), and excellent load-bearing capacity. Environmental compatibility, specifically biodegradability greater than 60% per OECD 301 B, is also required. Unique item identification is necessary for delivered items, as per DFARS 252.211-7003.

Submission & Evaluation
Quotes must be submitted via email to londres.medranda@usace.army.mil; faxed quotations will not be accepted. Inquiries must be sent via email no later than five working days prior to the RFQ closing date. Award will be made to the lowest-priced, responsible vendor whose quote conforms to the solicitation requirements. Evaluation factors include: 1. Product specifications meeting the Brand Name requirements; and 2. Price. Prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award.

A Limited Source Justification (LSJ) explains that Panolin Biogrease EP1 is essential for the existing centralized greasing system at Albeni Falls Dam, based on extensive testing and compatibility studies. Introducing a non-compatible lubricant could lead to significant system incompatibility, extensive downtime, and lost power production. Shell Oil Products US is identified as the only known provider. The U.S. Army Corps of Engineers is exempt from state and local taxes, and all payments will be made by Electronic Funds Transfer (EFT).
