This is a combined synopsis/solicitation (RFQ 36C25926Q0230) for the procurement of an Alcon Phacoemulsification Unity VCS VLTP with Remote Laser system. The government intends to award a firm-fixed-price contract for this equipment, which will be used for cataract surgery at the Oklahoma City Veterans Health Care System.

• Item: One (1) Alcon Phacoemulsification Unity VCS VLTP with Remote Laser system (Part Number 900484665). This includes the VCS Console, Remote, Laser, Large Tray, VCS 6 Button Footswitch, CS 4 Button Footswitch, Laser Footswitch, BSS Rack, @Unity 4D Phaco Handpieces, and Ozil Frag Handpiece.

• Salient Characteristics: Specific dimensions (26” W x 65 ” H x 30”D), configuration options (foot controllers, remote control, IOP-Controlled irrigation, automatic stopcock, Phacoemulsification-Ultrasound, Laser Wavelength 638nm +/- 5nm, Frequency 1.5 MHz), and construction materials (Mild Steels and Plastics) are detailed.

• Installation & Training: Installation and manufacturer's training are included.

• Documentation: Two (2) binders and one (1) digital copy of operation and maintenance manuals are required.

• Warranty: Full manufacturer's warranties on parts and labor, including travel and shipping costs, are required.

• Contract Type: Firm-fixed-price.

• Delivery: Within 30 days of award to Oklahoma City Health Care System, 921 N.E. 13th Street, Oklahoma City, OK 73104.

• Installation: To commence upon delivery, Monday-Friday, 8:00 a.m. - 4:30 p.m. MST, excluding Federal holidays.

• Questions Deadline: March 10th, 2026, 3:00pm MST.

• Quote Submission Deadline: March 12th, 2026, 3:00pm MST, via email to luther.dickens@va.gov (4MB size limit per email).

• Evaluation: Award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price only. Offers must meet technical capability requirements.

• Award Basis: Award may be made solely on initial quotes received. The award will be made on an All or Nothing Basis.

• Set-Aside: 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.

• Verification: SDVOSB status must be verified in Vet-Cert at the time of quote submission and award.

• Origin: Procurement is for new OEM medical supplies; gray market or remanufactured items are not acceptable. Offerors must be OEM, authorized dealer, distributor, or reseller, verified by the OEM.

• Manufacturer/Producer Certification: Offerors can certify they are the manufacturer or producer of the end item, made in the United States.

• Penalties: The certification acknowledges potential criminal, civil, or administrative penalties (including prosecution under 18 U.S.C. 1001) for false, fictitious, or fraudulent certifications. Non-compliance may lead to referral to the VA Suspension and Debarment Committee, fines, and prosecution.

• Compliance Verification: Offerors agree to provide documents or records to VA upon request to demonstrate compliance with subcontracting limitations and manufacturer/non-manufacturer status.

• This certification is required for offers on relevant VA opportunities. Failure to provide the completed and signed certification will result in the offer being deemed ineligible for evaluation and award.
