Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this project is to replace the existing emergency power system at the Alert Complex (Buildings 456, 457, 458, 459, and 461) to ensure continuous support for mission-critical operations.

• Decking Replacement: Remove existing deck structure and decking around the generator, then furnish and install new composite decking and any required framing components per manufacturer recommendations. Provide product data and installation details for approval.

• Generator Removal: Disconnect and remove the existing generator and associated parts. The Government will remove fuel from the belly tank prior to vendor work. Backup power must remain available at all times.

• New Generator Installation: Furnish and install a new industrial diesel generator meeting the following minimum specifications:

  • 750kW capacity
  • Three-Phase 277/480 VAC
  • 60 Hz
  • Integrated fuel tank with minimum 40 hours runtime (Generac model SD750 or approved equal)
  • Aluminum weather-protected enclosure
  • Installation and testing performed by a licensed electrician.

• Automatic Transfer Switch (ATS) Coordination: Coordinate the new generator with the existing ASCO 7000 series ATS, including ATS testing, turn-up, commissioning, and verification of communication and transfer functionality.

• Generator Testing: Must include full ATS functional testing to ensure power transfer under load and return to normal without fault.

• Documentation: Provide manufacturer-recommended installation diagrams, including generator, fuel tank, composite decking, and electrical connection diagrams, as well as startup, testing, and commissioning procedures. All documentation must be approved prior to installation.

• Submittals: Vendor must submit generator product data, cut sheets, composite decking product data, installation diagrams, SDS for materials, warranty documentation, startup and commissioning reports, and training materials for Government personnel. Government review is allowed 14 business days.

• Final Acceptance: Requires complete installation, successful generator and ATS integrated testing, submission of all required documentation, Government inspection and approval, and site restoration to original or better condition.

• Hours of Operation: Monday to Friday, 0700 to 1530. Work outside normal hours requires prior coordination.

• Base Access: Vendor personnel must obtain DBIDS credentials and will be escorted to and from the work site daily. No access on Federal Holidays or base Scheduled Days Off. Portable restroom facilities must be provided.

• Coordination: Coordinate access with the COR and Bldg 459 building manager at least 7 business days prior to mobilization.

• Environmental and Safety: Adhere to all Federal, State, and Local Regulations regarding hazardous materials. All materials must be accompanied by SDS. Maintain a safe work environment. No waste materials are to be poured into storm drains or discharged onto the ground.

• Cleanup: Remove all debris, packaging, and waste materials daily, leaving the site clean and orderly.

• Warranty: Provide a minimum one-year warranty on workmanship and installation, plus manufacturer warranties for the generator, fuel tank, decking, and all components. All warranty documents to be delivered at closeout.
