Scope of Work
This project requires the contractor to furnish all labor, materials, equipment, supervision, and transportation for the construction and rehabilitation of stone bases for portal signs. Key tasks include:
- New Construction: One new informational sign stone base near the Pennsylvania/New York border.
- Reconstruction: One recreation site sign stone base for the Dewdrop Campground.
- Rehabilitation: Up to nine existing stone sign bases across Warren, McKean, Elk, and Forest Counties, Pennsylvania. This includes cleaning, repointing mortar, re-attaching loose stones, and potentially replacing sign support posts and mounting brackets.
- The Government will provide new signs (identification/information, Forest Service shields, USDA strips).
- Work must adhere to detailed technical specifications for cast-in-place concrete, stone masonry veneer, and masonry restoration and cleaning (Attachment 3).
- Compliance with prevailing wage rates (PA20260002) is mandatory.
Period & Place of Performance
All work will be performed at various sites within the Allegheny National Forest, Pennsylvania. The revised Period of Performance is May 1, 2026, to November 1, 2026.
Contract Details
- Contract Type: Request for Quotation (RFQ) - Combined Synopsis/Solicitation.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
- NAICS Code: 236220 - Commercial and Institutional Building Construction (Small Business Size Standard: $45 Million).

Submission & Evaluation
