This document is a combined synopsis/solicitation (RFQ) for Alfalfa and Wheat Fertilizer. It constitutes the only solicitation, and no separate written solicitation will be issued. The acquisition is set-aside for small business concerns, with a small business size standard of 550 employees.

• The requirement is for Alfalfa and Wheat Fertilizer, as detailed in the attached Statement of Work (Attachment 2).

• Vendors must be registered in the System for Award Management (SAM.gov) prior to submitting a quote and at the time of award.

• The anticipated contract type is Firm-Fixed Price.

• The government intends to make one award.

• Quotes are due no later than 1:00 pm Mountain Time on Tuesday, January 27, 2026.

• Quotes must be submitted electronically via email to frank.palmer@usda.gov. Faxed or hard copy quotes are not allowed.

• Award will be made to the responsible vendor whose quote is Lowest Price Technically Acceptable (LPTA).

• Evaluation factors include: 1. Capability of meeting requirements identified in the Statement of Work (pass/fail basis), and 2. Price.

• Quotes must be valid for at least 60 days after receipt.

• This acquisition is a Total Small Business Set-Aside.

• All responsible sources may submit a quotation.

• "Attachment 1 - Solicitation Terms and Conditions" contains applicable clauses, instructions, and evaluation criteria.

• Payment will be made via the Department of the Treasury Invoice Processing Platform (www.ipp.gov).

• Delivery is F.O.B. destination. Early deliveries will not be accepted. Items shall be shipped to: 58822 Sunset Drive, Prairie du Sac, WI 53578.

• The solicitation incorporates numerous FAR and AGAR clauses and provisions by reference, which can be accessed at www.acquisition.gov.

Statement of Work (SOW)

To procure and deliver fertilizers for approximately 330 alfalfa acres and 75 acres of wheat at the Prairie du Sac farm.

• Supply and deliver specific fertilizer blends for alfalfa and wheat.

• Alfalfa fertilization includes Potash (0-0-60), Gypsum (0-0-0-21CA-17S), and Boron (14.3%) for spring and summer applications.

• Wheat fertilization includes Urea (46-0-0), Potash (0-0-60), and Ammonium sulfate (28-0-0-21) for spring application.

• Deliveries are scheduled between March 15 and April 30, 2026, and July 20 and August 15, 2026, depending on weather.

• Delivery location: S8822 Sunset Drive, Prairie du Sac, WI 53578.

• Contractor must specialize or have experience in custom fertilizer mixing.

• Delivery must be completed within 24 hours of ordering.

• Delivery must be made via a fertilizer auger truck capable of filling a pull-type airflow spreader (approximately 12 ft high).

• Quotes must include delivery charges and any applicable tonnage tax.

• The farm will call within 3 business days to schedule delivery.
