Submission & Evaluation
This is a two-step process:
- Step 1: Submit a White Paper and Rough Order of Magnitude (ROM) cost. White Paper submission dates will be communicated on individual calls.
- Step 2: Submit a full technical and cost proposal for white papers selected by the Government. White Paper review is expected to take 30 working days. Evaluation will focus on technical approach, alignment with Technical Area Lead priorities, cost reasonableness, and innovation. The Government reserves the right to negotiate.
Eligibility & Requirements

- Mandatory: Contractors must be registered and certified with the Defense Logistics Agency and possess a DD Form 2345 (Militarily Critical Technical Data Agreement). Compliance with Cybersecurity Maturity Model Certification (CMMC) is also required.
