Quick Summary
The Department of the Army's Product Manager Soldier Clothing and Individual Equipment (PdM-SCIE), through ACC-APG Natick, has issued a Request for Information (RFI) for the All-Range Tactical Clothing (ARTC) system. This RFI seeks industry feedback to enhance the engineering accuracy of ARTC Technical Data Packages (TDPs) and to evaluate the initial outputs of the Apparel Tech Pack (ATP) and Digital Apparel Tool (DAT). The ARTC system is a layered clothing solution designed to protect Soldiers in extreme cold weather environments, including Arctic and Subarctic regions. Responses are due by February 24, 2026.
Purpose & Scope
PdM-SCIE is conducting market research to gather critical industry insights. The primary objectives are:
- To improve the engineering accuracy and completeness of the ARTC TDPs, which define the physical and functional characteristics of the system's components.
- To obtain feedback on the first Apparel Tech Pack (ATP) and Digital Apparel Tool (DAT) outputs, which are part of the Joint Clothing Textile Modernization Initiative (JCTMI) aimed at standardizing DoD clothing and textile processes. Detailed specifications for various ARTC components, including Lightweight Base Layer Drawers and Shirts, Midweight Baselayer Shirts and Drawers, and associated knit fabrics (e.g., Lightweight Jersey Knit, ARTC Diamond Quilt Knit), are provided as attachments for review.
Key Information Requested
Interested parties are requested to provide feedback on the provided ARTC TDPs and the ATP/DAT outputs. Specific guidance for submission includes:
- Utilizing the Comment Resolution Matrix (Attachment 2) for structured feedback on engineering accuracy.
- Using the Data Matrix (Attachment 4) for actionable feedback, questions, and recommendations related to the JCTMI DAT and ATP outputs.
Contract & Timeline
- Opportunity Type: Special Notice / Request for Information (RFI)
- Set-Aside: None specified.
- Response Due: February 24, 2026, 11:59 PM EST.
