This RFI is issued by the Army Contracting Command Natick Division on behalf of Product Manager Soldier Clothing and Individual Equipment (PdM-SCIE). The purpose is to gather industry feedback on the Technical Data Packages (TDPs) for the All-Range Tactical Clothing (ARTC) system. The ARTC is a layered system designed for extreme cold weather operations in Arctic and Subarctic regions.

1. Industry feedback to enhance the engineering accuracy of the ARTC TDPs.
2. Industry feedback on the first Apparel Tech Pack (ATP) and Digital Apparel Tool (DAT) output.

• Attachment 1: ARTC TDP files, including folders for each system layer, garment, and material TDPs.

• Attachment 2: Comment resolution matrix for providing engineering accuracy feedback.

• Attachment 3: Summary of the Joint Clothing Textile Modernization Initiative (JCTMI) Digital Apparel Tool and Apparel Tech Pack (ATP) outputs.

• Attachment 4: Data matrix for actionable feedback on ATPs, intended for prioritization and long-term planning.

• This is for market research only; it is not a request for quotations.
