Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, issued as a Request for Quote (RFQ) under solicitation SP3300-26-Q-0096. The Defense Logistics Agency (DLA) Distribution Acquisition Operations J7 is procuring an ALOC SCISSOR LIFT for DLA Distribution Susquehanna, PA (DDSP). This announcement serves as the only solicitation; no written solicitation will be issued.

• Procurement of an ALOC SCISSOR LIFT.

• Product Service Code (PSC): 3920 – Material Handling Equipment (non-self-propelled).

• North American Industry Classification System (NAICS) code: 333924 (Industrial Truck, Tractor, Trailer and Stacker Machinery Manufacturing) with a size standard of 900 employees.

• Delivery is required 90 days after receipt of order.

• Contract type: Firm-Fixed Priced (FFP) purchase order.

• This acquisition is not a Defense Priorities and Allocations System (DPAS) rated procurement.

• This solicitation is being solicited as unrestricted; no set-aside.

• Quotes must be submitted electronically via email to brian.keckler@dla.mil by April 15, 2026, 1:00 PM EST.

• The subject line for the email must be: "SP3300-26-Q-0096 Quotation – [Company Name]”.

• Quotes must hold prices firm for 60 calendar days from the date specified for receipt of quotes.

• Facsimile and hard copy quote submissions will not be accepted or evaluated.

• Award will be made on an all or none basis.

• Evaluation will be based on the Lowest Technically Acceptable Price process, with the lowest overall price for ALL CLINs.

• Technical capability and past performance will be evaluated on an acceptable/unacceptable basis.

• Price will be evaluated after technical acceptability is determined.

• Unrestricted solicitation; no set-aside.

• A site visit is scheduled for April 8, 2026. Interested parties must register by April 3, 2026, by following the provided DBIDS enrollment process and emailing their information to Joshua Nobile.

• The shipping address is DLA Distribution Susquehanna, PA (DDSP), Bldg. 2001, New Cumberland, PA 17070-5000.

• All correspondence must include the contract number on the exterior of the shipment.

• Proof of Delivery documents must include: CONTRACT NUMBER, DELIVERY ORDER NUMBER, CLIN/MATERIAL NUMBER, SPECIFIC QUANTITY SHIPPED, and PRINTED NAME AND WRITTEN SIGNATURE OF A GOVERNMENT EMPLOYEE.

• Controlled Unclassified Information (CUI) marking is required on quote submissions.

• Offerors must complete Representations and Certifications within System for Award Management (SAM) prior to submission or provide a completed copy with the quote.
