Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this contract is to create a forest management plan (Plan) for the Bureau of Reclamation’s (Reclamation’s) Animas-La Plata Project (ALP) lands near Durango, Colorado. The Plan aims to promote healthy and resilient forests, enhance wildlife habitat, decrease hazardous fuel loads, and reduce fire hazard/risk to the ALP and surrounding communities.

• Site Visits and Data Collection: Conduct site visits to ALP areas around Lake Nighthorse and mitigation lands, gathering field data and photographs. Utilize publicly available forestry data and computer modeling software (e.g., ArcGIS, Forest Vegetation Simulator, FlamMap) to characterize and model forest conditions. The primary focus for improvements and modeling should be the area surrounding Lake Nighthorse.

• Forest Management Plan Development: Create a comprehensive Plan covering the entire ALP, detailing:

  • Property Description and Current Conditions (Location, Topography, Geology, Climate, Land Use, Wildfire Risk, etc.)
  • Desired Future Conditions
  • Inventory Methods and Analysis (Current Forest Conditions, Soils, Insects/Disease, Noxious Weeds, Wildlife, Access Roads/Trails)
  • Prescriptions and Implementation (Challenges, Treatment Options, Forest Treatment Prescriptions)

• Deliverables: Submit an electronic draft Plan for review, incorporating feedback into a final electronic Plan and relevant ArcGIS shapefiles.

• Safety Plan: Develop and submit a Safety Plan within 20 days of contract award, including requirements for protective clothing and emergency procedures.

• Cultural Compliance: Complete mandatory cultural resource compliance training prior to field work.

• The final Plan must be delivered on time and contain no more than 2 corrections per 5 pages.

• Performance will be monitored through review of the submitted Plan and communication with Reclamation.

• Failure to meet standards may require re-performance at no additional cost.

• Period of Performance: From Day of Award to December 31, 2026.

• Location: Animas-La Plata Project (ALP) lands in La Plata and Montezuma Counties, southwestern Colorado.

• Contractor must provide all labor, equipment, and materials.

• Site visits are restricted to existing roads; a utility terrain vehicle may be necessary. Work hours are Monday-Friday, 7:00 am to 5:00 pm, with advance notice required for access to closed areas.

• Contractor must comply with all applicable Federal, State, and local regulations and possess necessary licenses and operator permits.

• Contractor must furnish a Safety Plan and complete cultural resource compliance training.
