Sole Source Justification
This acquisition is justified under FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Market research, including a Sources Sought/RFI, identified BAE Systems as the only capable vendor. The government lacks the comprehensive system expertise without the Original Equipment Manufacturer (OEM). Qualifying a new vendor is estimated to cost $10 million and take 17 years for the ALR-56C, and $2.8 million and 5 years for the ALR-56M, due to the specialized, military-unique nature of the systems. The Air Force is also beginning to replace these systems, limiting further investment in competition.
