Quick Summary
The Department of the Navy, specifically the Marine Corps Systems Command (MCSC), is conducting market research through a Sources Sought notice to identify industry capabilities for an Alternating Current (AC) Load Bank. This RFI aims to replace the USMC's current load bank system. Responses are due March 20, 2026.
Purpose & Overview
This Request for Information (RFI) is issued by MCSC to gather information from the industry regarding an AC Load Bank. It is solely for market research purposes and is not a solicitation or commitment to any future procurement. The USMC is seeking to replace its aging load bank system.
Key Requirements / Deliverables
MCSC is requesting concise product descriptions and details on novel capabilities within commercial temporary power distribution systems. Key design criteria for the new load bank include:
- Electrical Rating: 60 kW, 120/208 3 phase, 50/60 Hz, with resistive and reactive load capability.
- Connectors: Cam-Type 16 connectors.
- Load Step Resolution: Capable of stepped loading for 5 kW, 10 kW, 15 kW, 30 kW, and 60 kW generators.
- Maintainability: Field maintenance within 30 minutes (15 minutes objective) without special tools.
- Transportability: Ruggedized for multimodal transport (road, rail, air, sea) as tiedown cargo.
- Weight: Not to exceed 800 lbs (300 lbs objective).
- Environmental: Operates at rated load from -25°F to 125°F, with storage from -40°F to 160°F. Must meet IP 65 requirements.
Submission & Evaluation
Interested vendors must submit a PDF document via email to anthony.fennell@usmc.mil by March 20, 2026, 12:00 PM Eastern Time Zone. Responses should include a cover page with business information and answers to a vendor survey. The survey requests cost estimates, production timelines, facility descriptions, past performance examples, supply chain vulnerability identification, and any unmet design criteria. Respondents are also asked to identify their qualification status regarding Small Business Administration programs.
