• TAA/BAA Compliance: Non-BAA compliant products are not acceptable. DFARS clauses 252.225-7000 and 252.225-7001 are incorporated. TAA is not applicable to this procurement.
• Alloy Specification: Neither 2024-T3 Alclad nor 2024-T3 bare/mill finish are the required options. Bidders must refer to the specifications in the Section A Narrative and CLIN 0001 description for the acceptable alloy.

This Q&A clarifies material compliance and alloy requirements, which bidders must consider when preparing their submissions.

Amendment / Modification

This amendment modifies the solicitation W519TC26QA080, originally issued on 12 February 2026.

Key changes include:

• Extension of Response Due Time: The deadline for submitting offers has been extended from 10:00 AM to 03:00 PM.

• Incorporation of DFARS Clauses: DFARS 252.225-7000 and 252.225-7001, related to the Buy American and Balance of Payments Program, have been incorporated.

• Inclusion of Q&A Document: Attachment 0001, titled "RFQ Q&A - 17 FEB 2026," has been added.

• The response due time for the solicitation.

• Contract clauses, specifically the addition of DFARS 252.225-7000 and 252.225-7001.

• List of Contract Documents, Exhibits, or Attachments, with the addition of the RFQ Q&A document.

• The closing time for offer submission has been extended.

• Offerors must acknowledge the incorporated DFARS clauses and the new Q&A attachment when submitting their proposals.

Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) issued by the Army Contracting Command - Rock Island (ACC-RI) for the procurement of Aluminum Sheets (ALU SHT 5454 H32) to support the Joint Manufacturing and Technology Center (JMTC) at Rock Island, IL. The acquisition is being conducted in accordance with FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 13 (Simplified Acquisition Procedures).

• Item: Aluminum Sheets, Alloy 5454 H32

• Dimensions: .156" x 72" x 120"

• Quantity: 2 SH (250 LBS total, 1 SH = 125 LBS)

• Required Documentation: Certificate of Conformance (COC) and Certified Test Report (CTR) are required and must be included with the shipment.

• Inspection and Acceptance: Destination

• Delivery: FOB Destination

• Contract Type: Firm-Fixed-Price (FFP) purchase order.

• Period of Performance: Delivery Date is April 24, 2026. Offerors must provide the date they can meet if unable to meet the requested date.

• Submission: Quotes must be sent electronically.

• Due Date: February 18, 2026, at 10:00 a.m. Central Time.

• Quote Validity: Quotes must remain valid for 30 days.

• Evaluation: The Government intends to award to the responsive, responsible offeror with the lowest total price.

• Set-Aside: This acquisition is a 100% Small Business Set Aside.

• NAICS Code: 331315 - Aluminum Sheet, Plate, and Foil Manufacturing (Size Standard: 1,400 employees).

• PSC Code: 9535 - Plate, Sheet, Strip, and Foil; Nonferrous Base Metal.

• Shipping/Delivery Instructions: Purchase Order number must be on the outside of the shipping container. Material must be delivered on a flatbed truck, securely banded to a pallet/skid, and properly labeled with COC and CTR. Loads with multiple heat numbers must be palletized and separated by heat number. Failure to meet these requirements may result in rejection.

• Receiving Hours: Monday - Friday, 6:30 am to 2:00 pm CT.

• Visitor Access: Pre-registration for visitors is highly suggested at least three (3) business days in advance. Trucks must enter through the Moline, IL Gate.
