Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLCSD) has a requirement to procure the one Amalgamated Remote Management System (ARMS) Master Control initial software package and fourteen ARMS Additional User Seats at Master Control software for Commander, Naval Surface Forces U.S. Pacific Fleet (CNSP) Air and Missile Defense Commander (AMDC).

NAVSUP intends to award purchase order on a sole source basis to L3 Harris. in accordance with FAR 13.106-1(b)(1).  L3 Harris. has been found to be the only company capable of providing the required Amalgamated Remote Management System (ARMS) Master Control initial software package and fourteen ARMS Additional User Seats. The job of the Link 16 Network Manager is to plan, manage, modify and troubleshoot a tactical data link network distributed over a wide geographical area and often locked to GPS time. Existing systems employ a single viewpoint, while ARMS’ distributed approach provides a multi-viewpoint solution to network management.

Air and Missile Defense Commander's (AMDC) and Primary Alternates mission is to conduct sustained combat operations independently and as the Integrated Air and Missile Defense Commander for Carrier Strike Group One.

ARMS connects over an IP-based Wide Area Network (WAN) to multiple remote terminals, including JTIDS, MIDS-LVT, MIDS JTRS, STT and BATS. It obtains the tactical picture as seen at each location, accepting all transmissions and receptions as well as status from each terminal. It creates a multi-terminal database from this information and analyzes discrepancies and anomalies. A delayed synchronization capability on a single terminal is not required. For example, to detect unauthorized time slot reuse, the network nodes perform this function for any units within sight of more than one ground station.
