Scope of Work

The contractor will provide 24/7/365 emergency medical response and patient transport services for Kirtland AFB and the 377 MDG Campus. Services encompass paramedic, EMT, and ambulance operations within the local community. Emergent patients will primarily be transported to the New Mexico Veteran Affairs Health Care Services (NMVAHCS) Emergency Department, with exceptions for trauma, pediatrics, obstetrics, civilian patient choice, or diversions. The contractor is responsible for billing patients who choose transport to non-VA ED hospitals. Participation in KAFB air shows is also required as requested.

Performance Standards & Requirements

Performance must adhere to standards set by The Joint Commission, AFI 44-119, DOT, NIMT, and the New Mexico Emergency Medical System Bureau. A key metric includes meeting emergency response times within 12 minutes, 90% of the time, calculated from initial dispatch. Monthly reporting of response times, work rosters, and run sheets is mandatory. Contractor personnel must be New Mexico State licensed paramedics and EMTs, possessing current BLS, ACLS, and NM EMS certifications. Pre-employment and annual physical examinations are required. The contractor must develop and implement a Quality Control (QC) program, with the Quality Control Plan (QCP) due within 30 calendar days of award. A Business Associate Agreement (BAA) for Protected Health Information (PHI) is also required.

Contract Details & Funding

This is a Combined Synopsis/Solicitation. The Period of Performance for CLIN 0002 is revised to be June 1, 2026, through May 31, 2027, aligning with CLIN 0001. Funds are not presently available for this effort. No award will be made until funds are available. The Government reserves the right to cancel this solicitation. If funds are delayed beyond the June 1, 2026 performance start date, the period of performance will be adjusted proportionally. If funds are not secured by May 1, 2026, no award will be made.
