• Stokes Basket/Longboard: Not required. The vehicle must accommodate and secure an existing stretcher (North American Rescue, 84.5"x22.5", 1,200 lbs. weight capacity).
• Doors and Heater: Not required for the vehicle.
• Seat Count: The total number of seats does not include the space for the stretcher. A minimum of three passenger seats is required, in addition to space for the stretcher.
• Vehicle Use: The requirement is for the purchase, not lease, of a medical all-terrain vehicle.

These clarifications refine the requirements for the vehicle, specifically regarding accessories, seating configuration, and the nature of the acquisition (purchase vs. lease).

This document provides responses to vendor questions regarding the "Ambulatory ATV" opportunity, clarifying requirements for the upfitted vehicle.

• Seating Capacity: The final configuration must have a usable seating capacity of approximately 2-3 seats, with a minimum of 3 seats being acceptable.
• EMS Bed Inclusion: The vehicle must include the upfitter deck/platform and mounting/retention system for a stokes basket or longboard. The government will supply its own stokes basket/longboard; therefore, these items are not required to be included with the vehicle delivery.
• Utility Box: A utility box is required as part of the upfitter package, with minimum dimensions of 30"x18"x18".
• Longboard Size: A standard longboard size of approximately 72" x 18" is acceptable.
• Securing/Retaining: Straps and tie-down points rated for a minimum of 500 lbs are required for securing the stokes basket or longboard.
• Top Speed: While a 5-17 mph range is the minimum required, the vehicle is acceptable to surpass 17 mph, and a governor is not required.
• Performance Metrics: Manufacturer documentation showing equivalent performance to "ft-lbs rated @ 1450 rpm" will be accepted if the manufacturer publishes motor performance in kW and torque.
• Components: DOT road-legal components are required; standard off-road/fleet lighting systems are not acceptable.
• Powertrain: The requirement is for a full electric UTV.

This solicitation is for the procurement of a Utility Vehicle (Product Service Code: 2305). The government is seeking to acquire a specific type of utility vehicle to meet operational needs.

• Vehicle Type: Utility Vehicle, designated as PRDS - HQBN Ambulatory All Terrain Vehicle.

• Power: Electric motor, 2.5-5 hp rated, peak 15-25 hp, max torque 60-95 ft-lbs rated @ 1450 rpm.

• Features: Gear selection (forward/neutral/reverse), batteries included, charger, headlights, heavy-duty suspension, foot-operated multi-lock parking brake, seating for 4 with cargo bed (or 6 with fold-down rear seat), at least 5.6 inches of ground clearance.

• Capacity: Total vehicle capacity of at least 1500 lbs, towing capacity of at least 1500 lbs, combination rated capacity 1500 lbs.

• Performance: Ability to achieve 5-17 mph.

• Safety/Visibility: Canopy, tail lights, brake lights, turn signals, and horn.

• Special Inclusion: EMS bed included.

• Identification: DFARS 252.211-7003, Item Identification and Valuation, is applicable, requiring DoD unique identification or a DoD recognized unique identification equivalent.

• Pricing Arrangement: Firm Fixed Price.

• Evaluation Factors: The solicitation indicates that technical capability, price, and past performance will be used for evaluation. The Contracting Officer will insert specific evaluation factors and their relative order of importance.

• Set Aside: This acquisition is a Small Business set-aside.
