Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines engineering tasks to support the Air Force Sustainment Center (AFSC) 848 Supply Chain Management Group (SCMG) and other supply chain entities. The support is critical for issues affecting structures, avionics, accessories, ground support, and commodity items for various weapon systems, including B-1, B-52, C-17, E-3, F-15, KC-135, KC-46, and AGM-86.

• Recurring Engineering Services: Services will be defined by individual tasking documents such as Technical Inquiries (TI), B-1 Horizontal Stabilizer Technical Inquiries (HSTI), Commodities Drawing Cleanup, or Engineering Assignments (EA). This includes weapons system support, program management, onsite engineering support, and principal point of contact responsibilities.

• Engineering Services: This section covers tasks related to data management, meetings, EA revisions, associate contractors, configuration management, quality assurance, safety, system engineering, and diminishing manufacturing sources and material shortages (DMSMS).

• Specific Tasks Include:

  • Technical analysis of problems and development of solutions.
  • Review and assessment of Time Compliance Technical Orders (TCTOs) and Technical Order (TO) changes.
  • Analysis and evaluation of tooling requirements.
  • Analysis of aircraft spare parts non-conformity and development of resolution plans.
  • Support for evaluating technical data packages and tooling requirements for single/sole source Boeing parts.
  • Data reconciliation to support integration of Government and Contractor drawing repositories.
  • Analysis of the Government's first article process and development of improvement studies.
  • Obtaining and analyzing Original Equipment Manufacturer (OEM) data.
  • Review of limited access engineering drawings, specifications, and design documents for revisions.
  • Surveying Government and Contractor tooling, storage costs, and inventory records.
  • Surveying Government and Contractor composite repair technologies.
  • Preparation of status reports and annual reports.
  • Commodities Drawing Cleanup, including incorporation of Advance Drawing Change Notices (ADCNs).

• Technical Inquiries (TI): Greater than 85% on time (5 workdays for urgent, 10 for routine) and technically acceptable.

• Engineering Assignments (EA): All EA requests completed within Table 1 timeframes. No more than three EA revisions across all active EAs during any single option year.

• Commodities Drawing Cleanup: All data delivered within 64 workdays.

• Deliverables: 95% of all deliverables submitted per CDRL.

• Reporting: 90% of reported information on all tasks less than 45 calendar days out of date.

• The PWS is dated October 21, 2025.

• Onsite engineering support will be provided at Tinker Air Force Base (TAFB).

• Contractor employees must identify themselves as such.

• Adherence to emergency procedures and safety protocols.

• Access to OEM proprietary internal data systems and detailed design data is required.

• Compliance with Government Property Management clauses.

• Adherence to Configuration Management/Data Management (CM/DM) programs.

• Management and delivery of Technical Data in accordance with CDRLs and CM/DM Plans.

• Establishment and maintenance of a Quality Assurance Program (QAP).

• Compliance with applicable platform weapon system safety requirements.

• Supply Chain Risk Management (SCRM) Plan required prior to award.

• Contractor Manpower Reporting via www.SAM.gov.

• Data rights clauses (DFARS 252.227-7013, 252.227-7014, 252.227-7015) apply to delivered technical data and computer software.

Amendment / Modification

• This document, Amendment 0002, is issued to add a revised Performance Work Statement (PWS) to the solicitation.

• The Performance Work Statement (PWS_2401821_ver_15.pdf), a 27-page document dated 03FEB2026, has been revised and added.

• The amendment requires contractors to return a signed acknowledgment.

• All other terms and conditions of the original solicitation remain unchanged.
