Requirements

- TURBINE FUEL, AVIATION (JP5): 3,600,000 USG Both products are to be delivered via BARGE (BRG). The government requires approximately 1.5M USG of F76 and 300K USG of JP5 monthly for rotational delivery to ships near Port Ponce, Puerto Rico.
- Period of Performance: Date of Award – May 31, 2027.
- Ordering & Delivery: Orders placed approximately 5 days in advance, with delivery required within 5 days of request. Expect 1-2 vessels per week. Orders will be processed and billed via SEA CARD. The contractor must provide a 24/7 point of contact.
- Operational Notes: Resupply is expected approximately every 10 days if a T-AKE or other CLF ship is available. Delivery is strictly at Pier 8, Port Ponce, Puerto Rico; other Caribbean locations are not acceptable. The contractor must provide all necessary fendering and Ship-to-Ship (STS) transfer equipment for barges.
- Quality Requirements: F76 and JP5 will be inspected and accepted on-site by DLA Energy Quality Assurance Representatives (QARs) for compliance with MIL-DTL-5624 and NATO F-44.

Evaluation
Proposals will be evaluated using a Lowest Price Technically Acceptable (LPTA) source selection process, pursuant to FAR 52.212-2.
- Factor 1: Technical Acceptability: Offerors must meet minimum solicitation requirements, including product specifications. This requires submitting a Certificate of Analysis (COA) or Certificate of Quality (COQ) (not older than three months from the closing date) and a Commitment Letter from each fuel supplier. The Commitment Letter must detail supplier name/address, CLIN, total estimated quantity, delivery period dates, and delivery mode. An "Unacceptable" technical rating will disqualify an offeror.
- Factor 2: Price: Award will be based on the lowest total aggregated extended price for the entire requirement, with all line items evaluated and awarded on an ALL-OR-NONE basis.
- A pre-award survey may be conducted to determine responsibility per FAR subpart 9.1.
